The Riverside County Flood Control and Water Conservation District has an opportunity for a Buyer Trainee/Buyer I located in Riverside.The level at which this position will be filled is at the discretion of the District.
The selected candidate will be responsible for two main areas: supporting the public works procurement process as well as assisting in the receiving office.
Duties within the procurement process will include processing Low Value Purchase Orders and conducting research on products and prices. Additionally, the incumbent will be tasked with reviewing requisitions for accuracy, completeness, and cost-effectiveness. The Buyer will maintain working relationships with various professional services vendors and serve as a resource to District staff.
While in the Receiving Office, the Buyer will check and verify supplies and equipment received against purchase orders, deliver goods, and resolve delivery issues as they arise.
The desired candidate will have related experience in the above areas. Specifically, purchasing experience and training which includes day-to-day requisition processing of low-value purchase orders, working in integrated accounting software systems (specifically project accounting systems), and experience within the public sector.
The Buyer Trainee is the entry and training level class in the Buyer Series. Incumbents report to a first level supervisory or management class and are assigned classroom training to learn the principles and practices of purchasing/material management and County purchasing policies and practices, while performing routine purchases. Incumbents are eligible to promote to Buyer I after successful completion of the County training program, receiving a satisfactory performance evaluation and meeting the educational and experience requirements. Failure to meet the requirements to promote will result in incumbents either being returned to their former County job classification or new hires being released prior to the end of their initial probationary period.
The Buyer I is the journey level and allocated class in the Buyer series. Incumbents report to a first level supervisory or management class and, within established procedure and policy, are given a variety of assignments to perform independently. Advancement to the next level is obtained by competitive selection through an open recruitment.
All Buyer position allocations and incumbent assignments must be approved in advance by Purchasing Department management.
EXAMPLES OF ESSENTIAL DUTIES
Researches and conducts comparisons on products, services, and vendors; Compares availability, quality and cost factors for District needs.
Reviews requisitions for completeness, accuracy, cost effectiveness, and adherence to governmental standards, codes, County policies, and procedures.
Researches, develops, and maintains vendor product information lists, which includes ongoing review of product information and current prices of commodities and services.
Prepares departmental requests for proposal and/or bid; obtains bids by telephone, letter, personal contact, or formal bid procedures; compares and analyzes quotations in order to determine qualified low bid.
Determines vendors from which purchases will be made and issues purchase orders; reviews standing purchase orders for renewal; reviews departmental blanket orders to insure low-cost emergency vendor service.
Maintains routine inventory records and completes Quarterly and Annual Inventory on Operations & Maintenance listed inventory items.
Completes Weekly Usage Reports on Inventory items.
Checks supplies received against purchase orders. Completes receiving in Finance Enterprise and Peoplesoft.
Delivers goods to the requestor or end user once the receiving in the financial systems is complete.
Investigates complaints by departments and resolves delivery or other problems.
MINIMUM QUALIFICATIONS
Buyer Trainee ( $47,246.99 - $57,859.07 Annually)
Experience: One year of technical purchasing experience and training which would have included day-to-day requisition processing of low-value purchase orders and liaison with Purchasing in securing Requests for Quotations/Purchases (Q's/RFP's).
Buyer I ($52,199.06 - $67,809.11 Annually)
Experience: One year of satisfactory performance as a Buyer Trainee with the County of Riverside or equivalent experience to the County of Riverside Buyer Trainee classification. (Major coursework in purchasing, business administration, economics, or a related field may be substituted for up to one year of buying experience on the basis of 30 semester or 45 quarter units of education equaling one year of full-time buying experience.)

Requirements for all Levels:
This position requires occasional operation of a forklift (the District Safety Officer will assist the selected candidate in completing certification upon hire).
Physical Requirements: operating a forklift; lifting and delivering a variety of supplies with the assistance of equipment.
Ability to: Learn fundamental purchasing principles and procedures; follow established methods and procedures for purchasing of materials, supplies, equipment, and services; add, subtract, multiply, divide, and use common units of measure in calculations for interest, discounts, shipping charges; learn the methods and resources used in researching and analyzing commodities and services; establish and maintain effective relationships with District staff members, County departments, and company representatives.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
