Currently, we are hiring for a Senior Business Analyst
Objective:
Santa Clara County is seeking an individual to join the Technology Services team and perform system configuration, custom development, and report writing within the Accela System. This position will receive guidance from the Department of Planning and Technology and is expected to mentor existing staff in current Accela system development practices. A well-qualified candidate should possess a positive attitude, excel in a team environment, and demonstrate an
aptitude for organizing, optimizing, and streamlining business processes.
Typical Deliverables:
1. Accela Application Development: Develop new features in the Accela application,
ensuring it aligns with business requirements and enhances user experience.
2. Maintenance and Support: Provide ongoing maintenance and support services for
existing code. Troubleshoot reported problems by understanding customer business
processes.
3. Testing and Quality Assurance: Perform rigorous testing and quality assurance to
ensure software reliability and performance.
4. Requirements Translation: Translate business requirements into detailed design
specifications, facilitating effective software development.
5. Project Management: Manage multiple enhancements concurrently, meeting
demanding deadlines while maintaining a high standard of work.
6. Mentorship: Mentor existing staff on Accela system development practices to enhance
the team's capabilities.
7. Software Development Lifecycle: Execute all aspects of the software development
lifecycle (SDLC) efficiently.

Technical Skills:
• JavaScript Development
• Accela Civic Platform & Citizen Access Administration and Configuration
• Accela EMSE scripting
• Accela Construct API and web services.
• Accela Civic Platform integration with third-party applications
Functional Requirements:
• Understand Accela configuration and landscape
• Document AS-IS and TO-Be business processes
• Apply business analysis principles and practices.
• Proficient at gathering, documenting, and clarifying software requirements.
• Ability to work independently with minimal supervision, delivering high-quality software
on time and within budget.
• Strong verbal and written communication skills for effective collaboration.

• Support end-user training by providing information and assistance to Instructional
Designers.
• Contribute to the development of formal business cases for proposed solutions.
• Coordinate technical changes, verify testing results, and ensure compliance with
technical and business standards.
• Provide updates on issue fixes and planned updates and upgrades.
• Troubleshoot application issues and system errors, escalating when necessary.
• Collaborate with the business to develop detailed user acceptance test cases and flows,
including test plans, cases, protocols, and testing environments.
• Attend meetings to review end-user feedback, workflow problems, system capabilities,
and potential system enhancements.
