Summary This position is located with Bonneville Power Administration, in the Operational Monitoring, Analysis, and Process (JOM), Operational Services (JO), Information Technology (J). A successful candidate in the Business Systems Analyst (Data Management) position will serve as the senior business systems and data management analyst and technical lead responsible for analytical and evaluative processes related to Transmission Technology Operations Program Support. Responsibilities As a Business Systems Analyst (Data Management), you will: Serves as a subject matter/functional expert and technical lead in the formulation of the strategy and operational requirements for the development of automated information processes to support OT Control Center Operations. Coordinates and collaborates with other subject matter experts in the organization to ensure the automated information systems respond to current and future needs throughout the various OT organizational levels. Prepares guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Coordinate the OT/JO General Support System (GSS) structure and functional teams and facilitate developing program strategies to link with the Federal Information Security Management Act (FISMA) based accreditation GSS structure. Draft and review processes and procedures to support NERC mandatory reliability standards, Department of Energy (DOE) National Institute of Standard and Technology (NIST), and FISMA security requirements for review. Direct the program and oversee associated processes for requesting cyber, physical, or logical access within the guidelines and regulations defined by NERC CIP standards, BPA policy, and control center procedures and responsible for coordination with Security and Compliance Team (SCT) around any escalations or violations of applicable NERC CIP or other Standards. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: Representing an organization or workgroup in cross functional project coordination providing operational requirements, reporting and oversight on complex projects; Performing analytical support for compliance standards (such as NERC mandatory reliability standards, Department of Energy (DOE) National Institute of Standard and Technology (NIST), or FISMA security requirements) for review and auditing of internal systems of record; and Gathering and documenting reporting requirements and working with organizational counterparts to develop data exchange and reporting solutions using available technology such as database, library systems, log management tools (such as Splunk) and other record stores applicable. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
