Title: Business Systems Analyst 3(N-IT)
Location: Vancouver, WA (hybrid)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $63.23 66.45 per hour
The role of the Business Systems Analyst is to Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software.

The role of the Business Systems Analyst is to Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software.
Position Responsibilities:
- Expand or modify systems to serve new purposes or improve workflow.
- Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.
- Develop, document, and revise system design procedures, test procedures, and quality standards.
- Provide staff and users with assistance solving computer related problems, such as malfunctions and program problems.
- Review and analyze computer printouts and performance indicators to locate code problems, and correct errors by correcting codes.
- Consult with management to ensure agreement on system principles.
- Confer with clients regarding the nature of the information processing or computation needs a computer program is to address.
- Read manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements.
- Coordinate and link the computer systems within an organization to increase compatibility and so information can be shared.
- Determine computer software or hardware needed to set up or alter system
Position Requirements:
Education & Corresponding Experience
- A degree in information technology, technical management, operations management, information management, Business Systems, Computer Science or a directly-related technical discipline is required.
- 8 years of experience is required with an applicable bachelor's degree.
- 10 years of experience is required with an applicable associate degree.
- 12 years of experience is required without a degree or applicable degree.
- Experience should be consistent with the specific requirements of business systems analysis and progressively more technical in nature.
- Must possess technical interviewing skills:
- Functional/process interviewing skills in the technology environment.
- Ability to facilitate groups through process design and requirements gathering sessions.
- Strong technical writing and the ability to present information in various forms such as textual, graphical, and statistical.
- Experience developing and using data reporting tools based in Excel, Access, PowerBI, or similar.
- Strong analytical thinking, critical thinking .
- Demonstrated knowledge of regulatory compliance documentation and evidence for the energy industry.
- Demonstrated ability to effectively communicate with highly technical people and lead requirements definition and requirements workshops.
- Proficient in communication, facilitation, and negotiation with stakeholder groups.
- Strong analytical skills in analyzing, defining, and documenting business areas, functions, problems, business needs, and opportunities for improvement.
- Demonstrated experience with Engineering Requirements, Business Process Improvements, Metrics and Reporting.
- Ability to ramp up quickly working with business SMEs to document system requirements in support of compliance business processes.
- Demonstrated knowledge of regulatory compliance documentation and evidence for the energy industry.
- Familiarity with the NERC Reliability Standards and documentation requirements.
- Familiarity with ANSI/EIA 649 "National Consensus Standard for Configuration Management .
- Strong analytical and critical thinking skills.
- Experience working in an application development or other IT environment.
- Experience developing scripts in python.
- Experience working with SQL and developing in Transitional SQL.
