POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
SharePoint and Microsoft Project Duties:
Represent Transmission as a Microsoft Project and SharePoint Application specialist. Serve as primary point of contact and technical resource specialist for Transmission's Microsoft Project and the SharePoint applications, which may include working with internal and external clients (e.g., vendor representatives, BPA IT, etc.) by providing user help and troubleshooting; providing technical input and recommendations to clients and IT support; suggest best practices for users; etc. Note: When representing BPA, CFTE must identify themselves as a contractor in all communications, correspondence, on social media, etc.
Support users working with Project Web Application (PWA) and troubleshoot Project Professional and SharePoint issues before escalation to IT.
Interface with IT on Project and SharePoint Server related issues.
Assist BPA management with enforcing security by managing users and user groups for the applications, per established processes and criteria. Alert the BPA manager of any concerns.
Create user categories and access permissions in applications, per established processes and criteria.
Create custom views in SharePoint, Project, and other applications.
Create scripts and macros in productivity applications to help with business needs.
Work with report writers for data connections and data structure.
Work with Business Analysts to build customized templates in applications.
Support management of Project and SharePoint Sites, including administration of Project Web Applications and Project Sites in all environments involved in the Software Life Cycle (SLC), including Development, Testing, and Production.
Create and manage workflows in SharePoint Designer.
Solutions Development and Proposal:
Design, build and recommend solutions based on requirements and best practices.
Research and develop methods to automate repetitive manual data manipulations.
Use Rapid System Development methods to build prototypes.
Define solutions that integrate the various Portfolio, Project, geographic information system (GIS) and Asset Management systems.
Complete documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.
Prepare functional and technical documentation for hand-off workgroups.
Work closely with project development teams to facilitate smooth operation.
Create documentation for users and maintenance manuals.
Design, build, and implement BPA approved desktop solutions to support portfolio and project management, project scheduling, and project financial analysis.
Build business intelligence objects and reports from various source systems.
Create custom user interfaces for web-based applications.
Design and build electronic forms to support business processes.
Create queries and reports for extracting, manipulating, and reporting of business architecture-related information.
Implementation and Change Management:
Support development and implementation of change management plans by objectively working across organizations to reduce employee resistance and empower management as change sponsors.
Facilitate various system verification activities such as systems and user testing.
Develop and deliver process and systems training to impacted employees.
Lead system and data integration efforts to connect disparate systems that have various levels of SLC maturity.
Support IT reporting groups to export Project data to Data Warehouse using Extract, Transform, and Load (ETL) technologies.
Solution Maintenance:
Provide first line technical support to business users of the developed solutions.
Complete and improve user manuals, onboarding, and training documentation.
Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.
Help communicate the project schedule and budget objectives to illustrate status.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's degree in information technology, business systems, or a closely related field is preferred.
8 years of experience is required with a bachelor's degree in applicable fields.
12 years of experience is required without a degree or applicable degree.
Experience should be consistent with the specific requirements of business systems analysis, project management, and/or business analysis, and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
5 years of advanced or Expert level knowledge/experience in SharePoint and SharePoint Designer or Microsoft Project and Project Web Application
2 years of advanced knowledge of and practical experience in Power BI
2 years of experience in automating with Visual Basic for Applications (VBA)
2 years of experience working with Microsoft o365 applications
2 years of experience working with Windows 11 desktop systems.
Familiarity with Data Modeling and Design.
Familiarity with Data Management and Reporting tools
SQL
SSMS (SQL Server Management Studio)
Preferred Skills & Experience (optional on matrix)
Experience in Azure Dev Ops (ADO)
