About the Job
The Riverside County Information Technology (RCIT) department is seeking a Business Relationship Manager (BRM) II. This role involves understanding the business needs of county customer departments, maintaining positive relationships, identifying customer requirements, and ensuring that RCIT and its contractors meet these needs.
The BRM will manage customer relations with IT service customers, supervise the RCIT staff supporting departmental applications, and assist departments in selecting, procuring, and implementing applications. The BRM will also overseeing project management for new and upgraded applications, maintaining an updated list of departmental IT projects, and coordinating technology impacts with relevant RCIT Bureau(s). The Incumbent will identify required service outcomes from the customer's perspective and manage feedback from IT service customers.
The department desires candidates with experience in operational management, developing technology-related policies and procedures, and addressing system security threats. Additionally, the ideal candidate will possess strong interpersonal and communication abilities, simplify complex issues for customers, exhibit strong organizational skills, and demonstrate a high level of personal accountability.
Please note: The BRM II class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Meet the Team!
Riverside County Information Technology (RCIT) is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services. RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage. RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.
EXAMPLES OF ESSENTIAL DUTIES
• Perform analysis of business or technology requirements and processes.
• Meet with decision-makers, system/infrastructure owners and end users to define business, financial, and operation requirements and systems goals.
• Identify and resolve systems solutions.
• Translate conceptual requirements into functional requirements in a clear manner that is comprehensible to the development team, project team, and executive management.
• Translate business and technology requirements into systems qualities and subsequently into repeatable design strategies and patterns that enable those qualities (e.g., adaptability, scalability, availability, non-repudiation, and re-usability).
• Review and analyze the effectiveness and efficiency of existing processes and systems and develop strategies for improving or further leveraging technology solutions to meet organizational goals.
• As an advocate, BRMs support or promote their 'business peers' interests.
• Liaise with 'business peers' and IT staff (e.g., analysts, technicians, software developers) to assist in resolving problems with processes and the associated solutions and software systems.
• Accountable for the management of requests from business peers for enhancements and demand for system changes requested while ensuring IT is providing consult to their requirements and aligning priorities to achieve organizational objectives.
• Participate in the evaluation of vendor software targeted for possible integration into the systems or environment, including strategic applications, tools, and utilities.
• Participate in cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.
• Compile or design architectural models of current and proposed systems across business lines.
• Ensure deployment of appropriate resources and requisite knowledge and skills in specific areas of expertise to adequately sustain IT systems and processes.
• Ensure confidentiality of sensitive and proprietary information; adhere to organization/department security policies.
• Maintain technical expertise, keeping current with evolving processes, systems, and technologies, and sharing that knowledge with colleagues and IT management.
• Collaborate with project managers and project sponsors to continually align the project with organizational objectives.
• Provide strategic consultation to assigned department customers to define or design business processes, functions, and organizational structures.
• Research, identify, and internally market enabling technologies based on customer requirements.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited college or university with a Bachelor's degree, with a major in computer science, information systems, electronics engineering, telecommunications, public/business administration, or a closely related field to the assignment. ( Additional qualifying experience in systems analysis, applications programming, user technical support, network administration, or telecommunications may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester units or 45 quarter units of education ).
Experience:Four years of supervisory, project management or administrative experience with responsibility for planning, organizing, and implementing information system programs and projects. One year of the required experience must have included the supervision of staff responsible for systems analysis, applications programming, user technical support, network administration, or telecommunications functions. ( A Master's degree from an accredited college or university in computer science, information systems, or public/business administration may be substituted for one year of the non-supervisory experience. )
Knowledge of: Current technology in a changing environment; principles and practices of supervision, including matrix based project management; emerging technologies and industry supported (e.g., healthcare, law enforcement) applications, as well as understanding applicability of new technology to operations; consensus building and other group decision processes; organizational dynamics related to budget, human resource allocation, authority to act, and other factors critical to establishing realistic objectives and achieving goals.
Thorough knowledge and understanding of project management planning, financial modeling as it pertains to IT investment through the use of return on investment (ROI) analysis, and cross-functional multiple system integration processes.
Ability to: Present technology vision and strategies to department and agency management; manage multifaceted and technically sophisticated projects and on-going operations; develop strategic plans for operation and growth; analyze user needs, existing and emerging technology, costs/benefits, internal political considerations, and utilize available financial and human resources; establish objectives, activities and timelines and complete work within those parameters; advocate for needed resources; persuade and influence others and negotiate desired outcomes; communicate with others from varied socio-economic backgrounds, diverse cultural norms, and conflicting priorities and needs; foster positive relationships and public relations.
Other Requirements
Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
