The First 5 Riverside County, Children & Families Commission seeks a Business Process Analyst II who will be assigned to their office in Riverside.
The Business Process Analyst II will be responsible for conducting system analysis and design of business processes involving the evaluation of current and proposed information, determining available and emerging technology hardware and software, providing cost and benefit analysis, developing and documenting user requirements for new and existing systems, and preparing and maintaining project documents, requirements, reports, feasibility studies, and quality assurance control standards. The incumbent will be responsible for analyzing and designing business processes involving the evaluation of current and proposed information. Additionally, the Business Process Analyst II will design, implement, and maintain system setup tables and parameters to ensure compliance with state and federal requirements, and interpret and analyze new or updated regulations to identify needed system changes. The incumbent will also be responsible for managing various data systems, which includes collecting data from various systems and synthesizing the relevant data to produce various reports, collaborating with vendors to ensure existing and new systems are working properly and producing the desired product, and working department-wide to implement Lean process improvement plans and initiatives, which includes facilitating Lean Rapid Improvement Events. The incumbent will be required to travel throughout the county to the department's various Family Resource Centers to conduct in-person training, review and pull data from internal databases, and conduct Lean Rapid Improvement Events. The Business Process Analyst II will work on additional tasks as assigned.
The most competitive candidates will be proficient in Microsoft products, including advanced Excel functions. They should have experience developing project specifications, such as project schedules, training materials, and project implementation/rollout. Additionally, candidates should be skilled in pulling, synthesizing, and reporting data from various databases. They must also be adept at reading, interpreting, and applying laws, rules, regulations, standards, and procedures to departmental or organizational business processes. Candidates with experience in implementing process improvement plans and initiatives are highly desired.

First 5 Riverside County Children & Families Commission , is primarily funded by tobacco taxes generated by Proposition 10, which passed in November 1998 to help make sure that all our youngest Californians, from prenatal through 5 years old, get the best possible start in life. First 5 Riverside County also receives state and federal funding to support community programs and initiatives to meet the goals and objectives of the Strategic Plan. In partnership with the county's Department of Public Social Services, First 5 has oversight of Riverside County's Family Resource Centers, which serve as a hub for community services aimed at improving outcomes and quality of living for families in these communities, particularly in overburdened and disadvantaged families and children. EXAMPLES OF ESSENTIAL DUTIES
• Conduct system analysis and design of business process involving evaluation of current and proposed information; determine available and emerging technology hardware and software; provide cost and benefits analysis.
• Develop and document user requirements for new and existing systems, processes and applications; prepare and maintain project documents, requirements, reports, feasibility studies, and quality assurance for controls standards.
• Select and recommend software based on systems analysis, evaluation of products and vendors; create requests for proposals (RFPs) or requirement specifications.
• Serve as business process resource on all matters involving the support, maintenance, enhancement, and upgrade of the County's integrated enterprise systems; provide functional support, analysis and design specifications, as needed, to programming staff.
• Coordinate and participate in the design and evaluation of business processes required for the implementation of enterprise systems and upgrades; analyze new components to determine if previously modified processes can be eliminated and/or if new release will also require modification; conduct system testing to ensure that the new release provides the expected results throughout the business cycle.
• Evaluate requirements and develop design specifications for new or modified business processes; evaluate existing County business process models to identify potential areas for automation and streamlining; design and implement resulting automated processes.
• Analyze labor relations proposals during the County's negotiation process; examine state and federal legislation to evaluate the ability to implement needed system changes; design alternative, comparable counter-proposals needed for system compatibility.
• Coordinate with business process managers and departmental staff to adopt system changes needed for new/modified public programs and services; test all changes prior to final implementation to ensure appropriate results.
• Coordinate with user departments on new/changed local ordinances and labor agreements, legislation, reporting, and regulations.
• Design, implement and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
• Identify and resolve production problem areas and correct system set-up when production errors are identified.
• Work directly with vendors to resolve underlying system program problems; search corporate web sites for posted resolutions and fixes in resolving identified problems.
• Coordinate and implement system security; coordinate network security and installation requirements.
• Maintain context-sensitive on-line help reference to reflect the most current structure within the system.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree in public/business administration, human resources, finance, computer science, information systems, or a related field to the assignment. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Two years of professional level experience with business systems, information technology, program applications, business processes and procedures, and financial reporting and data, or other accounting experience.
Knowledge of: Principles and practices of enterprise functions; project specifications development; application design; data modeling techniques; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; the use of packaged, off-the-shelf and third party application software, including office automation tools; public assistance programs and C-IV application maintenance for positions within the Department of Public Social Services.
Ability to: Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles and practices and functional activities for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; speak and write effectively; read, interpret and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
