BUSINESS MANAGEMENT ANALYST - SENIOR - South Florida Water Management District

About the Job
Independently performs management, organization, and operations analysis including communications, workflow, program evaluation, procedures, surveys, and general business administration operations. Makes recommendations for improvements, which may include new practices, forms, reports, data collection, and/or staffing changes based on assessments of current practices; communicates these recommendations to executives or other appropriate senior staff.
Provides information to District staff, other agencies, and the public concerning general District policies and procedures and specific policies and procedures applicable to programs within assigned department or program area. Devises and recommends solutions for management problems using flow charts that depict procedures and techniques that facilitate workflow, eliminate duplication, and assure optimum utilization of staff, assets, and resources.
Composes and coordinates publishing of reports, research documents and materials, and procedures.
Reviews details of procedures to recommend improvements and to assure compliance with federal, state or legislative regulations and requirements.
Investigates and recommends ways to disseminate program and operational information to users.
Thorough understanding of business and management principles, especially those involved in strategic planning. Such as setting goals, conducting analysis and monitoring progress (metric development).
Consults with information technology staff relative to systems requirements or problems. Prepares analyses of cost proposals and other facets of management. Has knowledge of how to model data and experience with database software practices.
Work requires innovation as well as working through other staff, where policy application and problems are unique, and solutions require creative application and implementation based on established policies and procedures of District business management operations.
Develops implementation processes for change typically requiring coordination of multiple organizational units and staff.
Work is performed at a high level of independence with broad direction. Decisions based on work results directly affect policies and procedures which may require input from other staff and/or departments.
May be filled as a Business Management Analyst- Staff.
Employment Guidelines:
Business Management Analyst - Senior - Bachelor's Degree (Master’s Degree is preferred) in Industrial Engineering, Business Management, Public Administration or related discipline that included coursework in business, organizational management, information technology, accounting, finance, statistics, and research methods and 6+ years’ experience as a senior level professional with responsibility for work processes that include business management, financial, budgetary, and workflow/operational analyses, reporting, and operational process development and implementation.
Business Management Analyst - Staff - Bachelor's Degree in Business Administration, Business Management, Public Administration or related discipline that included coursework in business, organizational management, information technology, accounting, finance, economics, statistics, and research methods and 2+ years' experience as a journey level professional with extensive responsibility for work processes that include business, administrative, financial, budgetary, and workflow/operational analyses, and reporting.
Experience In:
Six Sigma/process management/improvement experience, public sector governmental and advanced Excel knowledge.
Licenses:
Valid State of Florida Driver's License required.
Physical Requirements/Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
