The County of Riverside's University Health System (RUHS) has an opportunity for an IT Business Systems Analyst III who will be assigned to Information Technology division within Public Health in Riverside.
The selected candidate will be responsible for working with vendors, end users, and other IT staff to develop a data warehouse for the Epidemiology and Program Evaluation (EPE) group. The department seeks applicants with strong knowledge and experience in data warehousing concepts, SQL Server databases, ELT, and SAS tools. Strong verbal and written communication skills are required to work with end-users, vendors, and stakeholders. Candidates with a bachelor's degree, and position related IT healthcare experience are highly desired.
The IT Business Systems Analyst III is the lead level classification in the IT Business Systems Analyst series and reports to a supervisory or manager level position. Incumbents in this class exercise a high degree of independent judgement, provide project oversight to subordinate staff, and perform the most complex assignments that require extensive knowledge and proficiency.
The IT Business Systems Analyst III is distinguished from the IT Business Systems Analyst II in that the latter is the journey level class in which incumbents are expected to work independently, requiring little supervision. This class is further distinguished from the IT Supervising Business Systems Analyst in that the latter exercises the full scope of supervision. EXAMPLES OF ESSENTIAL DUTIES
Configure and support off-the-shelf business solutions related to Public Health Department's business needs.
Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.
Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.
Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.
Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.
Implement new and modified processes and systems by performing design, application development, installation and testing.
Maintain, support, and administer business applications.
Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

MINIMUM QUALIFICATIONS
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Four years of successful journey level IT job-related experience in data warehousing, SQL Server, databases, ETL and SAS Tools, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).
Knowledge of:The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to:Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: B achelor's degree, and position related IT healthcare experience are highly desired. Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
Preferred IT-Related Skills:
Ability to create interactive dashboards, visualization and business tools for use across the organization, develop report analysis templates using SAS. Python, R and other scripting languages are preferred.
Ability to help stakeholders improve their performance and design algorithm and maintain dimensional data models in support of BI needs, and ability to create ETL pipeline to populate these models.
License/Certificate: Possession of a valid California Driver's License is required.
Physical Ability Requirement : Lift and carry 15-30 lbs. , and sit for 5-8 hours/day.
SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective February 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
