The Idaho Department of Health and Welfare's Division of Medicaid is seeking a Business Analyst with experience in Medicaid and/or other health care industry work, including managed care, government, or commercial insurance healthcare backgrounds in Boise.
The Business Analyst position supports the Division of Medicaid's Idaho Behavioral Health Plan (IBHP) Governance Bureau. This position collaborates with other Medicaid bureaus and programs, bureaus within the Division of Behavioral Health, the Idaho Department of Juvenile Corrections, a variety of external stakeholders, legislative partners, and other state agency divisions/programs. The individual in this position leads efforts to design system and program improvements, present plans to leadership, and coordinate the implementation of both related and additional projects for the IBHP Governance Bureau. This individual also monitors and analyzes program compliance with a variety of state and federal rules and regulations as well as legal obligations, and assists in reporting to the governor’s office, the legislature, department leadership, and other external stakeholders around program performance, progress, and compliance.
Applicants should have critical thinking skills, developed interpersonal skills, excellent written and verbal communication skills, and the ability to work tactfully as a team player. In addition, applicants should have experience with project management and coordination, healthcare policy research, and excellent problem-solving capabilities. The ability to communicate complex issues and policies as well as strong analytical, organizational, and professional writing skills are key. Experience developing contracts and agreements would be valuable.
This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:
- Work with Managed Care Organization(s) to implement and monitor behavioral health best practices.
- Work with internal and external stakeholders to develop strategies for state and federal compliance monitoring for behavioral-health related activities.
- Analyze current systems and processes to measure risks, successes, gaps, and needs.
- Monitor, research, and analyze program compliance with state and federal rules and regulations and legal obligations. This includes, but is not limited to, data analysis, documentation review, research of state and federal rules and regulations, and state-by-state program comparisons.
- Design system/process improvements and prepare and present related proposals or other materials.
- Coordinate efforts for implementation of new initiatives, system/process improvements, and programs related to the Idaho Behavioral Health Plan.
- Develop and compile reporting and other materials related to the Idaho Behavioral Health Plan for submission to stakeholders, including, but not limited to, state and federal partners.
- Lead the development of technical documentation, including contract and procurement documents, formal correspondence, and standard operating procedures.
- Conduct internal meetings and external meetings with stakeholder groups.
- Complete other duties, tasks, or assignments as assigned by management.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. - Good knowledge of project management. Typically requires two years experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.
- Good knowledge of organizational/business analysis and evaluation. Typically requires completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.
- Good knowledge of process improvement methodology. Typically requires at least two years experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Experience providing reports to leadership, management, and stakeholders. Typically gained by one year of demonstrated work experience.
- Experience working with or overseeing managed care programs and/or healthcare contracts. Typically gained by one year or more of demonstrated work experience.
- Good knowledge of healthcare delivery systems. Typically gained by at least one year of professional experience in an insurance setting with responsibilities in analyzing and evaluating policies and procedures or college-level course work/degree in related field.
- Experience developing or writing grants and/or contracts as well as professional correspondence. Typically gained by at least one year of related professional experience or college-level course work/degree in related field.
