Responsibilities:
The individual will have to travel to Albany <5% when strategic meetings are needed.
The individual will have to attend headquarter meetings with HRA and Client as needed but they are all located in the Metro Tech area of Brooklyn. HRA is located at 25 Chapel St #606, Brooklyn, NY 11201, and there are a few Client offices all within the same area.
There will not be any travel to other boroughs; all offices should be in the Brooklyn Metro Tech area.

Responsibilities:
- Work directly with Subject Matter Experts for Open Systems Rules Extraction initiative and Social Service District Point of Contact for the Application Rationalization initiative
- Client focused business and requirements analysis of as-is and to-be systems while adhering to the prescribed methodology, tools, processes and standards as guided by the IES Business Team Center of Excellence.
- Communication and leadership acting as liaison between internal and externalstakeholders
- Scheduling and facilitating meeting and working sessions

Mandatory Qualifications:
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst.
- More than seven (7) years of client focused business and requirements analysis experience and documentation including: Managing a team of Client, Conducting and leading requirements gathering sessions, Analyzing requirements gathered, Identifying, documenting, and validating system requirements for continuous integration and deployment, Preparing proposals for best fit technology based on requirements elicited.
- More than seven (7) years of experience working on enterprise level software development projects with an active role working with internal and external project stakeholders (SMEs, Users, Technicians, Quality Analysts etc.)
- More than seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case management of SNAP, HEAP, PA, & Child Care.
- More than seven (7) years of experience identifying, documenting and validating system requirements on a mainframe modernization project covering multiple complex functional domains including analyzing, extracting, transforming, and documenting legacy systems' functionality, system logic, and business rules.
- More than seven (7) years of experience conducting business process analysis and optimization in a technology environment, while documenting the As-Is and proposing To-Be web based, client facing applications.
- More than seven (7) years of creating requirements documentation such as: Use cases, Screen prototypes, Specifications, and adhering to pre-established templates and utilizing a requirements management tool similar to Blueprint.
- More than seven (7) years of experience facilitating meetings, workgroups, etc.
