Job Summary:
Possesses and applies comprehensive knowledge of information technology to assist project managers on highly complex projects by facilitating business process improvement via the methodical investigation, analysis, review and documentation of all or part of a business in terms of business functions and processes related to the Supervision & Regulation business line. This position will be responsible for managing the requirements development process through the elicitation, analysis, specification and verification of multiple levels of requirements (business, stakeholder, solution) and support the ongoing management of the requirements. In addition, this position creates viable and consumable specifications including acceptance criteria in preparation for the sign-off, construction and testing of solutions. This position is expected to act independently to deliver and manage requirements to schedule, budget and scope; and is self-driven and motivated.

What You Will Do:
- Works on highly complex, high risk, and high visibility projects.
- Works with the program and other project managers to evaluate cross-project requirements in order to eliminate redundancy.
- Build the foundation for a highly complex project effort by capturing the business context - problem, current state, desired future state, objectives, business needs and impacted user groups.
- Develop requirements (business, user, process and software requirements - functional and non-functional) and establish traceability to the business vision.
- Manage the requirements through the project lifecycle by establishing and maintaining agreements between the customer and the project team.
- Facilitate a critical communications role by interacting with users (business domain), project team members and development personnel (technical domain).
- Ensure the requirements are specified in a manner suitable for the intended audience and are understandable, unambiguous and capable of being implemented and tested.
- Ability to navigate the project team, IT personnel and business sponsors through a level of ambiguity including business process change; building organization and structure to requirements to drive out and define detailed requirements in an efficient manner.
- Work with the project manager and the business customer(s) to define requirements stakeholders, requirements conflict resolution procedures and the requirements team structure.
- Understands multiple complex project management methodologies/software development approaches and defines the appropriate deliverables through project phases (i.e. planning, analysis, specification and validation).
- Proficient requirement meeting facilitator, demonstrated experience in facilitating sessions (10 to 20 people) using techniques to help define scope and requirements during the lifecycle.
- Responsible for ensuring change control and change management procedures are followed within the project team as they relate to requirements.
- Determine, understand and document the business case and project scope.
- Ensure that quality business analysis standards are met through the effective implementation or use of approved processes, best practices, methodologies and deliverables.
- Coaches junior staff in the business analysis methodology, techniques, and best practices.
- Maintains knowledge by keeping current with industry trends via trade press and seminars.
What You Have:
Knowledge and Skills:
- Experience in performing in-depth research and analysis is required.
- Solid experience in facilitating, gathering, and documenting requirements and working with project team developers is required.
- Strong experience in writing Use Cases is required.
- Experience with MS SharePoint 2010 or 2013 is preferred.
- Experience with system development life cycle methodology for applications development is required.
- Experience with Business Analysis Body of Knowledge (BABoK) the standard for business analysis knowledge, tasks, and skills is required.
- Certified Business Analysis Professional (CBAP) or PMI-PBA credential is preferred.
Education and Experience:
- A bachelor’s degree in information technology, engineering, or MIS or equivalent significant experience in information technology and business analysis is required.
- Minimum 5 years’ experience in an IT environment, with 3 to 5 years of experience and in business analysis/process improvement.
Other Requirements:
- Applicants must be able to provide work authorization to prove their eligibility to work in the United States. An applicant for employment also must be a U.S. Citizen, U.S. National, or hold permanent resident status with intent to become a U.S. Citizen.
- Some travel required, up to 25%.
Thesalary gradefor this position is: 15/16. Final salary and offer will be determined by the applicant’s background, experience, and skills, and internal equity and alignment with market data.
