POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Support business stakeholders by gathering and analyzing information using standard tools and approaches to:
Clarify business operations, functions, problems.
Document/map the current and future state.
Identify solution alternatives, evaluate the alternatives, and define procedures.
Serve as the main project POC on process improvement and data analysis initiatives.
Support the implementation of changes to Transmission Planning processes as needed and approved by the BPA manager.
Facilitate requirements elicitation workshops to analyze and document current state processes, and design or re-engineer future state processes, present findings to BPA manager for review.
Develop visual artifacts, such as context diagrams and process flow diagrams to support process and solution analysis and definition.
Evaluate and assess business process change impacts and recommend appropriate change mitigation activities, including implementation of change management plans.
Produce key project deliverable documents including requirements, process diagrams, project plans, and change management plans for BPA manager review.
Provide SharePoint administration and maintenance for various SharePoint sites including development and population of sites, lists, libraries, and pages; as well as assisting with site administration, such as granting/revoking permissions, troubleshooting for org staff, assisting IT with upgrades, patches, etc.
Analyze, collect, organize, and validate data and modeling results; interpret modeling results and propose alternative courses of action to BPA manager.
Plan, design and facilitate prototyping sessions and workflows to meet and address customer / end-user requirements.
Perform gap analysis and propose implementation approaches.
Develop requirement documents, use cases, configuration documents, and functional design documents as needed.
Deconstruct high-level information into components and abstract up from low-level information to resolve solution vs. requirements conflicts.
Facilitate success on Transmission projects and project initiatives by assisting BPA managers in developing and implementing BPA management-approved change plans and materials in the areas of management of change including sponsorship, training, communication, guidance, resistance management, and organizational adoption/acceptance.
Collaborate and communicate with a wide variety of internal technical and business experts, including the assigned Project Managers (PMs) in both individual and group settings to facilitate requirements gathering; facilitate process adjustments or improvements; and/or, to provide analytics, analytical conclusions, and to make next step recommendations.
Assist with the analysis of organizational structure, functions, and processes, recommending changes to BPA management to help the organization to more effectively allocate resources, utilize personnel, streamline processes, systems, controls, and operational methods, and increase organizational efficiency.
Recommend methods for enhancing the efficiency and effectiveness of projects, programs, and procedures through process modification and application of evolving technology.
Develop /draft documentation to 1) analyze and validate repeatability of processes; 2) facilitate training on new analytical tools; and 3) support business continuity and knowledge transfer.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A bachelor's degree in business administration, business management, accounting, computer science, or organizational development (or closely related field) is preferred.
8 years of experience is required with an applicable bachelor's degree.
10 years of experience is required with an applicable associate degree.
12 years of experience is required without a degree or applicable degree.
Demonstrated analytical, modeling, and process management expertise sufficient to support the improvement of BPA Transmission Planning processes.
Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature. Clear understanding of SharePoint out-of-the-box functionality and how to permission site structures is required.
Required Technical Skills & Experience (required on matrix)
Experience must include knowledge of analysis and change management principles and methodologies with a solid understanding of how analytics and change management support the change process.
Proficiency required with project management, tools and phases of the project lifecycle.
Understanding of how people go through a change and the change process, including familiarity with change management toolkits.
Skilled in the definition and development of operational governance models to enable programmatic change.
Strong analytical thinking, critical thinking and decision-making abilities.
Advanced proficiency with a variety of Microsoft software and applications to include Visio (flowcharts), MS Project, Access, and SharePoint.
Preferred Skills & Experience (optional on matrix)
Change Management Professional designation.
Experience with large-scale organizational change efforts.
Energy/utility industry experience.
Certification in a known methodology for business process management and organizational design such as: Lean, Six Sigma.
Experience with Power BI.
