Short Description:
Aging and Disability Services Division (ADSD) will be working on the modernization of ADSD data systems to provide for electronic application, enrollment, case management, and billing to serve Nevada’s most vulnerable populations. This project is funded through the American Rescue Plan Act (ARPA) with the goal of modernization and integration of ADSD data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across ADSD programs. A Business Analyst is needed for internally developed applications to create workflow analysis, requirements gathering, project deliverable management, testing, and training. This project is funded through the American Rescue Plan Act (ARPA) with the goal of modernization and integration of ADSD data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across ADSD programs. This project mut be complete by 11/2026 not to exceed ARPA funding period for expenditure.
Scope of Work for Business Process Analyst (BPA)
Objective: To support the Project Manager in managing multiple projects within the IT department, participate actively in the product management team, and leverage full-stack IT platform knowledge for internally developed solutions and internal customers.
Key Responsibilities:
1. Project Support:
o Assist the Project Manager with planning, executing, and completing projects.
o Help develop detailed project plans, including timelines, milestones, and resource allocation.
o Track project progress and ensure all tasks are completed on time.
2. Full-Stack IT Platform Knowledge:
o Understand the architecture and components of full-stack IT environments.
o Support the integration of projects with existing IT platforms and infrastructure.
o Collaborate with development teams to leverage full-stack capabilities effectively.
3. Data Analysis:
o Collect, analyze, and interpret data to support project decision-making.
o Provide insights and recommendations based on data analysis.
o Prepare reports and presentations to communicate findings to stakeholders.
4. Workflow Optimization:
o Work with the Project Manager to identify workflow inefficiencies.
o Propose and implement improvements to optimize processes.
o Document new workflows and train staff on process changes.
5. Stakeholder Engagement:
o Maintain regular communication with the project team, IT department, and internal customers.
o Gather and document requirements from stakeholders to ensure project alignment with business needs.
o Assist in addressing any stakeholder concerns or issues.
6. Quality Assurance:
o Support the implementation of quality control measures to ensure project deliverables meet required standards.
o Participate in project reviews and audits to identify areas for improvement.
o Ensure all project documentation is accurate and up-to-date.
7. Product Management Participation:
o Actively participate in the product management team’s activities.
o Collaborate with the product management team to align project goals with product objectives.
o Provide input and support for product development initiatives.
8. Reporting and Additional Duties:
o Report to the IT department leadership.
o Perform additional tasks as requested by the IT department.
o Ensure all assigned duties are completed efficiently and effectively.
Deliverables:
• Project plans and schedules.
• Regular progress reports.
• Data analysis reports and insights.
• Documented workflows and training materials.
• Quality assurance documentation.
Evaluation: The BPA's performance will be evaluated based on their support for project management, effectiveness in data analysis and workflow optimization, engagement with stakeholders, and active participation in the product management team.
Knowledge Services and ADSD/IT reserve the right, upon mutual agreement via an amendment to modify the specific tasks as necessary to accomplish the project goal.
Qualifications: Education: A Bachelor's degree in Information Technology, Computer Science, Public Administration, or a related field. Master's degree preferred. Experience: At least 5 years of experience in IT or information management, with experience in public sector or election processes being highly desirable. Proven experience with project management, particularly in implementing technology solutions. Skills: Proficiency in using and managing ZenDesk, Microsoft Teams, and various integration software. Strong analytical skills with the ability to interpret complex data and transform it into actionable insights. Excellent communication and interpersonal skills, with the ability to interact effectively with diverse groups. Certifications: PMP, CISSP, or similar certifications in project management or cybersecurity would be advantageous.
