Building Inspector - City of Katy

SUMMARY: Performs inspections of new and existing residential and commercial structures including plumbing, mechanical, and electrical systems for compliance with local and state codes, ordinances, and requirements.

Essential duties and responsibilities may include, but are not limited to, the following:

• Performs mechanical, electrical, and/or plumbing inspections per City adopted code and ordinances on residential and commercial projects; verifies that all construction meets codes and local requirements.
• Conducts routine inspections on new and existing structures for safety and code compliance.
• Maintains effective records of inspections and related documents.
• Writes letters requesting additional information or changes and documentation to meet code requirements as needed.
• Researches codes; investigates incidents; maintains all records and documentation.
• Answers questions from citizens, contractors, builders, architects and engineers in person and on the telephone regarding building ordinance compliance, citizen complaints; works to address and resolve issues.
• Consults with contractors, builders, architects and engineers to resolve plan and code discrepancies and help find approved resolutions to questions and field conditions.
• This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.
• For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).
• Performs other duties as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines:

High school diploma or equivalent; AND three (3) years of construction experience; OR an equivalent combination of education, training, and experience.

Knowledge of:

• Department policies and procedures.
• International Building, and Residential and Mechanical codes.
• National Electrical codes.
• General building practices and their application to individual structures.

Skill in:

• Establishing and maintaining effective working relationships.
• Operating a personal computer, standard software, and some specialized software.
• Communicating clearly, both orally and in writing.
• Reading and interpreting blueprints and plans.

LICENSE AND CERTIFICATION REQUIREMENTS:

• Valid State driver's license.
• International Building Code or International Residential Code certification, preferred, but must be obtained within one (1) year of hire.
• State Plumber Inspector License, ICC Mechanical and Electrical Certifications, preferred.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is generally performed in an outdoor environment performing field work in all weather conditions but requires some time indoors for administrative duties. Employee must be able to lift 25 pounds occasionally and may be exposed to environmental conditions including dirt, pollen, temperature extremes and uneven landscape. Employee may also be exposed to conditions and hazards associated with construction sites and may be exposed to some unsafe structures, unsafe electrical installations, and high voltage. Requires safety procedures to be followed, including the use of personal protective equipment.
