Job description:
• Work with PMO, CFO, OFC, ODCIO, and PCD Leadership to understand requirements and use them to generate next year (requested) budgets, as well as multi-year planning for future budget requests
• Report on current progress against enacted budget spend plans
• Validate assumptions and review current investment justification packages to ensure alignment to spend plans
• Work with other offices to understand cost modeling methodology used to develop programmatic Life Cycle Cost Estimate (LCCE) to ensure proper reflection of costs
• Incorporate best practices in program, planning, budgeting and execution into program office procedures to assist in determining funding requirements and to allocate resources to satisfy those requirements
• Provide input for congressional, OMB and other data calls for senior leadership on budget and execution against budget
• Lead a team to support budget activities and collaborate with the Acquisition Management and Contract Surveillance Teams
Minimum qualifications:
• 5 years of professional work experience
• Ability to work independently to design and develop new software products or major enhancements to existing software for a healthcare/clinical environment
• Act as highest-level technical expert, addressing problems of systems integration, compatibility, healthcare semantics, informatics and multiple platforms
• Demonstrated responsibility for project completion
• Perform feasibility analysis on potential future projects to management
• Bachelor's degree in Healthcare IT, computer science, electronics engineering, engineering or technical related field, or 10 years of additional relevant experience may be substituted in lieu of degree
Preferred qualifications:
• VA experience preferred
• Experience implementing Electronic Health Records
