The Executive Office of Elder Affairs (EOEA) is seeking a passionate & experienced Budget Director to join our team The EOEA Budget Director is responsible for directing the development, preparation, and implementation of the agency budget, including state and federal funding sources The Budget Director also manages and reports on budget revenues and expenditures. The Budget Director is responsible for updating processes to take advantage of the newest technologies and fiscal management best practices. The Budget Director ensures expenditures comply with the relevant requirements and guidelines of the Executive Office for Administration and Finance, the Executive Office of Health and Human Services, the Office of the State Comptroller, House and Senate Ways and Means committees, federal awards, and other regulations and laws that apply. This role may require occasional work on nights and weekends with prior notice. *_Duties and Responsibilities (these duties are a general summary and not all inclusive):_* * Oversee payroll and financial components of the hiring process. Ensure hiring requests adhere to spending plan. * Advise the Secretary of Elder Affairs and Chief Financial Officer (CFO) on issues related to budget development, spending, and revenue. Make recommendations to the CFO regarding potential savings areas, by integrating the agency’s policy objectives with its resource constraints. * Manage all state and federal appropriations, grants, and other revenue sources. This includes developing detailed budgets and tracking expenditures and revenues. Assist with ensuring that expenditures comply with regulatory, fiscal, and programmatic requirements. * Support budget process through all phases of development. * Prepare the annual Spending Plan and all House and Senate reports. * Present and explain budget work products to both internal and external stakeholders * Oversee the timely and consistent production of required reports and data analytics tools. * Prepare regular reports for senior leadership; manage and implement special projects and key initiatives. * The candidate must have personal and professional integrity, strong communication skills, and strong analytical and decision-making skills. The individual must have a track record of strong leadership and managerial skills, be proficient at working in a team environment, and have the interpersonal skills to develop strong relationships inside the agency and out. High energy level and a positive outlook needed. The candidate should have the ability to exercise sound judgment and exercise discretion in handling confidential information as well as excellent communication and relationship-building skills, with an ability to prioritize tasks. *_Preferred Qualifications:_* * Familiarity with the principles and practices of financial management, including financial analysis budgeting, procurement, forecasting, and regulations as they relate to health and human service programs. * Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA). * Strong competencies in modeling and forecasting, analytic review, and analysis as well as strategic and critical thinking. * Demonstrated knowledge of state finance law, regulations, processes and procedures. * Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a variety of staff, organizations, and stakeholders. * Capacity to apply and explain pertinent laws, rules, regulations, policies, and programs. * Proficient usage of Microsoft Office products including Access, Word, Excel and Outlook. * Knowledge and experience using MMARS (Massachusetts Management Accounting and Reporting System) _*Agency Mission*:_ The Executive Office of Elder Affairs (EOEA) serves 1.7 million older adults in the Commonwealth through 350 Councils on Aging and 25 regional Aging Services Access Points. EOEA is responsible for ensuring that the services provided are of the highest quality, are consumer-focused, and are delivered cost-effectively. EOEA oversees a budget nearing $750 million from state and federal sources that supports program implementation through a regional distribution network of 25 Aging Services Access Points (ASAPs) and 350 Councils on Aging (COAs) nested within the 351 municipalities of the Commonwealth. EOEA is responsible for managing the statewide Aging Services Access Points network, the Home Care Program, Adult Protective Services (APS), the certification of Assisted Living Residences (ALRs), and is also responsible for numerous other state and federal programs including Prescription Advantage, home-delivered and congregate meal programs, the SHINE program, which provides counseling to older people regarding health insurance options, congregate and supportive housing, the Family Caregiver Support Program, and SCSEP (a program for older job seekers). EOEA also leads and staffs key public bodies and commissions pertaining to older adults including the Alzheimer’s Advisory Council, the Governor’s Council to Address Aging in MA, and the Assisted Living Advisory Council. *_Pre-Offer Process:_* A tax & background check will be completed on the recommended candidate as required by the regulations set forth by the Human Resources Division before the candidate is hired. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
