Amida is currently looking for a Bid and Proposal Manager. The Bid and Proposal Manager is a key and strategic role within Amida's Business Development department. The successful candidate will lead and manage the development of high-quality, compliant, and compelling proposal responses for a range of data-centric clients across the federal and state sectors.
What you will do:
- Familiarize yourself with the Company's proposal process and work with the Company Capture Manager to make any necessary tailoring with respect to the size and scope of the opportunity
- Identify and evaluate federal and state procurements and lead proposal response efforts for new and recompete opportunities
- Unpack and deliver a proposal response plan and outline to include all required response sections
- Ensure proposal compliance with all RFP requirements in all proposal sections
- Lead the preparation and delivery of all proposal sections, plans, and specifications
- Integrate the efforts of planning/engineering staff with proposal staff, and proposal staff with production staff
- Prepare, maintain, and manage the master proposal schedule
- Plan the proposal and proposal-support activities
- Issue a writer's package to the proposal team, and manage content development in adherence to the master proposal schedule
- Lead the development of a proposal outline, storyboards (if required), and content, working through the Volume Leads
- Orchestrate and support proposal reviews
- Ensure approval of all corporate commitment statements
- Coordinate the approval of any exceptions or deviations
- Prepare status reports and briefings for higher-level management
Once the proposal is submitted, the Proposal Manager shall support the following activities as requested:
- New, updated proposal submissions - to include post-submission amendments
- Oral preparation, briefing slides, presentation reviews, and feedback
- Documentation of all proposal lessons learned
Required Skills:
- Prior experience in the development, management, and leadership of complex federal and state Information Technology (IT) contract proposals
- Ability to independently lead proposal development efforts and provide daily Leadership updates
- Proven ability to simultaneously lead multiple highly differentiated proposal responses with separate support stakeholders
- Experience efficiently identifying, evaluating, and presenting programs to Leadership teams
- Prior experience utilizing procurement sites, including SAM.gov, GovWin, and GSA eBuy
- Prior experience establishing and leading meetings with federal and state procurement officers
- Experience in State Medicaid and CMS Final Rule market analysis and procurement response
- Experience developing, validating, and delivering compliant documents based on federal and state procurement requirements
- Experience and comfortability in the proactive research and continuous evaluation of federal and state programs
- Excellent communication skills, both verbal and written
- Excellent organizational, time management, prioritization, communication, and decision-making skills; exquisite attention to detail
- Solid experience forming teams, facilitating meetings, leading solution sessions, and providing constructive feedback to stakeholders
- Ability and understanding to derive and develop original technical and non-technical content in collaboration with SMEs
- Aptitude and interest in obtaining an in-depth knowledge of Amida solutions and value proposition
- Familiarity with Federal Acquisition Regulations (FAR) and standard Federal or State Government procurement requirements
- Solid analytical and problem-solving skills and the ability to work effectively in a team setting
- Experience developing project timelines and managing various stakeholders to complete tasks and milestones on time and within budget estimates
- Experience in (and comfort with) business partner communications and management of external teaming partner stakeholders
- Expertise with proposal tools such as SharePoint, Microsoft Office suite, Air Table, and Salesforce
- Experience with Program/Project Management principles and concepts (WBS, PWS, SOW, SOO, RACI, Risk Management)
- Formal proposal training and relevant certifications (e.g., APMP, Shipley, etc.)
- Track record of federal or state IT services proposal development and contract wins
- Thorough understanding of the standard government proposal process
- Commitment to quality
- Strong written and verbal communication and collaboration skills
- Ability to lead a small proposal team
