About the Job
The Riverside County Information Technology Department is hiring for an Assistant Chief Information Officer (ACIO), who will be located in Riverside.
The ACIO for the Technical Services Bureau (TSB) is responsible for the oversight and development of the Help Desk, Field Services, Enterprise Services (Microsoft 365 Suite), and Data Center management, including hybrid-cloud operations.
The position will require strong leadership skills and the ability to collaborate effectively with peer ACIOs to develop overarching strategies and address enterprise scale challenges. A well proven background leading enterprise technology teams, combined with relevant education and training, is the foundational expectation for a successful candidate.
An ideal candidate will have a strong technology background in managing enterprise data center and endpoint support, including knowledge of Microsoft 365 cloud and on-premise services, VMWare virtual environments, Veeam data back up platform, and other overlapping technologies in these areas.
The Assistant Chief Information Officer class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services.
RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage.
RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, coordinate, and direct the operations of the RCIT Technology Services Bureau.
• Supervise employees involved in administration of the systems and services of the RCIT Technology Services Bureau.
• Develop and implement strategic and operational plans to provide application services, hardware systems, and resource requirements.
• Ensure RCIT support division compliance with security standards and policies and systems backup and recovery, including business continuity.
• Implement operational plans to provide information technology application services to support the County/department's business goals.
• Oversee the development of a County Enterprise Systems Architecture for the specialty area and work with the CIO or develop the County Enterprise Technology Architecture.
• Assist with tracking state and federal legislation, which may influence County information systems policies and procedures.
• Identify new and emerging technologies for use in County government; determine appropriate times for pilot projects and direct implementation as necessary to test concepts, set or modify standards and architectures, and establish plans for future implementation.
• Serve as a member of the RCIT Executive Team; participate in strategic, operational, and organizational planning processes; identify operational and organizational problems and formulate and implement solutions; set specific goals and measure results.
• Review Form 11 requests for technology purchases for County departments to ensure consistency with Countywide adopted technology standards, directions, and architectures in accordance with Board of Supervisor's Policy H-11, Acquisition and Management of Information Systems, Technology and Services.
• Prepare a variety of written and oral reports; make presentations to the Board of Supervisors and others.
• Participate in the department budget and rate development process for billable services and equipment to promote the use of technology Countywide.
• Create and foster partnerships with County department/agency executives to deliver and improve services.
• Chair and/or serve on committees as directed by the CIO.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in computer science, information systems, public/business administration, or a closely related field to the assignment. A Master's degree is preferred. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: Five years in a comparable management position, which involved a minimum of three years of responsible supervision of professional and management staff, and included responsibility for the oversight of Infrastructure and Communications (Data center, Public Safety Enterprise Communication Systems, Help Desk, Desktop Support, Network, or Telephony), Business Systems (PeopleSoft, Web, CRM, or other Enterprise Level Applications), or Departmental Systems (GIS, Executive Support, or other department level applications).
Knowledge of: Standard security practices, network architecture, routing and TCP/IP protocols; information technology and system architectures; technology standards and their benefits; principles underlying, and methods of determining, total cost of ownership; current technology marketplace; principles and practices of general, financial and personnel management.
Ability to: Manage a large and complex technology business and enterprise system; manage and track a variety of concurrent complex technology projects to ensure timely and cost-effective completion; keep current with trends in the industry and be able to apply them at the County when practical; recognize problems, generate and evaluate alternative solutions, and devise effective courses of action; analyze and make improvements in department policies and practices; provide strong organizational leadership; work effectively as a team player, promoting collaboration and innovation; speak and write effectively; carry out effective, professional presentations; exhibit a professional and positive demeanor; approach change and challenges positively and constructively; prepare, monitor, and review division/department budgets.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
