GENERAL PURPOSE:
As a member of the Health Equity Program Support Office (HEPSO) leadership team at the University of Rochester Medical Center, the HEPSO Assistant Director position will direct and manage the daily operation of the office and manage the office's portfolio of programs spanning the UR Medicine Enterprise. The mission of the office is to support innovative, coordinated, and population health-focused efforts to improve equitable access to care and services through strong program management, continuous process improvement, and data-informed decision-making structures. Reporting to the HEPSO Senior Director, the HEPSO Assistant Director is a seasoned professional who exercises discretion and independent judgment working under limited supervision.
The position directs the overall functional operations of HEPSO and plays a role in the implementation of programs and projects in the domain of Health Equity. The individual will directly manage the coordination, direction, and policy development in areas of compliance, finance, facility operations, human resources, and support services. Directs and aligns the preparation of new initiatives grants and contracts and ensures resourcing and support services. Acts as portfolio manager for office full portfolio ensuring that standards are being met and initiatives are well supported and aligned for successful implementation and completion. Develops short and long-term planning for the business affairs of the office. Exercises broad fiscal and administrative responsibility for HEPSO’s operations and portfolio. Recruits, trains, and supervises the administrative, coordinator, and financial staff for the department. Liaises with Faculty, UR Medicine Leaders, and Leaders within the community. Responsible for a budget including grants and contracts.

**RESPONSIBILITIES:**
**Operations and Program Administration:**
+ Plan and direct HEPSO activities. Evaluate the effectiveness of systems and processes and recommend corrective action to enhance overall efficiency and design.
+ Directs managers, supervisors, and staff, introducing new methods and vision of process, procedure, and product. Mentor and support staff to create an environment of continuous improvement and fidelity to a customer service model to support our program goals.
+ Interacts with other administrators on internal control-related matters and maintains operational and financial integrity through testing and analysis.
+ Plans, develops and implements strategies for HR management and employee development.
+ Within the HEPSO portfolio, create and maintain a team-based collaborative approach across UR Medicine institutions, disciplines, and service lines to define, establish, and complete health equity strategic goals.
+ Works with leadership and operational staff to develop, coordinate, and implement operational and administrative activities. Organizes and leads office meetings to determine objectives, align goals and develop strategic plan initiatives to accomplish.
**Financial Administration:**
+ Oversee the management of expenses and revenues related to all programs and projects.
+ Direct the budget process for URMC programs and projects.
+ Develop funds flow strategy and reporting mechanisms to facilitate to completion of projects and programs with designated outcomes while maintaining conservative budgeting to ensure continued funding.
+ Develops and directs implementation and monitoring of accounting and billing policies and procedures.
+ Performs budget management and analysis, identifying trends, and developing corrective actions as appropriate.
+ Partners with leadership on both operational changes, challenges, and vision, while offering alternative solutions.
**Portfolio and Program Management:**
Direct and manage the portfolio administration of HEPSO projects.
+ Facilitates discussion and solicits feedback from key stakeholders and directs business case development to ensure approval of Senior Leadership.
+ Directs department-related initiatives and provides interactive feedback on operational, policy, procedure, and communication tactics.
+ Collaborates with team to ensure proper protocol, identifying enhancements and developing business plans for proposed changes. In collaboration with subject matter leaders, create and maintain engagement among teams charged with establishing goals.
+ Addresses and leads the way to solutions for the most significant and material challenges across department.
Direct and manage the tracking and reporting of HEPSO portfolio and assigned programs.
+ Assumes responsibility for timely and accurate reporting of all outcome and fiscal metrics for URMC program. Develops policies and procedures to ensure optimal utilization of data and all personnel resources.
+ Develop and maintain a system for monitoring measures of success.
**Personnel Management and Development:**
+ Delegate work to HEPSO staff while balancing strategic priorities, resource availability, and competing demands.
+ Analyzes, facilitates, and takes leadership for cultural initiatives. Uses influence and coaching skills to create and maintain an environment conducive to effective communication and problem resolution, modeling and setting expectations for ICARE values and behaviors.
+ Directly and indirectly supervise staff, providing for their training, and development, and participating in the evaluation of their performance.
+ Develops and administers evaluations to provide feedback and enhance performance and leadership.
+ Mentor operations staff across departments through significant policy, operational, or technical changes.
**Leadership, Communication and Relationship Building:**
+ Communicates key strategic metrics and complex program variables at various levels within the organization including senior management and executive leadership.
+ Responsible for the collaborative development and execution of productive and successful teams with the creation of an inclusive workplace environment to ensure the dynamic growth of individuals and team. Internally, values contributions of team members and works to uphold a team culture that is inclusive, supportive, and celebrates each other’s accomplishments.
+ Troubleshoot breakdowns in communication within the department and across departments promptly as issues arise.

**QUALIFICATIONS:**
+ Bachelor's degree required.
+ A master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment is desirable preferred.
+ 5 years of experience in an administrative/supervisory capacity required.
+ Experience in the management of individuals within an environment with competing demands required.
+ Or equivalent combination of education and experience required.

**Pay Range**
Pay Range: $84,718 - $127,088 Annually
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
