Job responsibilities: Associate Medical Director- Psychiatry at Turning Point
The Associate Medical Director- Psychiatry (AMD-Psychiatry) is the principal clinical leader of the Jane Pauley Community Health Center’s (JPCHC) Community Mental Health Center (CMHC) and is a collaborative partner in the broader behavioral health efforts conducted by JPCHC. They serve under the direction of the Chief Medical Officer (CMO) partnering with the Executive Director of CMHC Services and the Director of Integrated Behavioral Health.
The goal of this position is to develop and sustain a highly patient-centered CMHC of demonstrable clinical quality that competently and compassionately meets the behavioral health needs of the communities in its scope. Additionally, the AMD-Psychiatry will provide clinical collaboration services to Nurse Practitioners and be an active clinician in the practice of psychiatry.
- Clinical Leadership and Supervision
- Provide clinical oversight and supervision to psychiatrists, psychiatric nurse practitioners (NPs), therapists, and other clinical staff within the Community Mental Health Center (CMHC).
- Develop, implement, and monitor clinical protocols, treatment guidelines, and evidence-based practices for the management of individuals with serious mental illness (SMI), children with serious emotional disorders (SED), and substance use disorders.
- Conduct clinical case consultations with staff for complex or treatment-resistant cases, ensuring high-quality care.
- Ensure the effective delivery of psychiatric evaluations, medication management, and other psychiatric services.
- Program Development and Management
- Lead the design and implementation of mental health and addiction treatment programs, ensuring services meet the diverse needs of individuals with SMI, SED, and co-occurring substance use disorders.
- Ensure the integration of psychiatric services with other behavioral health services offered by the CMHC, such as therapy, case management, peer support, and primary care.
- Collaborate with other members of the executive leadership team to develop and expand programs in line with community needs and strategic goals.
- Regulatory Compliance and Quality Assurance
- Ensure that the CMHC complies with all state and federal regulations, including those established by the Indiana Division of Mental Health and Addiction (DMHA) and the Family and Social Services Administration (FSSA).
- Lead efforts to maintain compliance with accreditation standards (e.g., Joint Commission) for psychiatric services.
- Oversee quality assurance and performance improvement (QAPI) initiatives related to psychiatric services, including conducting chart reviews, monitoring clinical outcomes, and implementing corrective action plans as needed.
- Ensure that documentation standards are met in the Electronic Health Record (EHR) system, such as EPIC OCHIN, and that billing is aligned with regulatory requirements.
- Staff Training and Development
- Oversee and provide training and continuing education opportunities for psychiatrists, psychiatric NPs, and other clinical staff to ensure the use of evidence-based psychiatric and addiction treatment practices.
- Mentor and supervise psychiatric residents or fellows (if applicable) and ensure proper clinical guidance is provided to all trainees.
- Ensure that all staff are proficient in delivering trauma-informed, culturally competent, and person-centered care.
- Crisis Management and Emergency Psychiatric Services
- Oversee and support the CMHC’s crisis intervention services, including the evaluation and management of clients in psychiatric emergencies.
- Collaborate with local hospitals, law enforcement, and community agencies to ensure that appropriate crisis response services are available to the population.
- Manage relationships with state-operated facilities (SOFs) and coordinate client admissions and discharges for inpatient psychiatric care, ensuring smooth transitions between community-based and state services.
- Care Integration and Collaboration
- Facilitate the integration of psychiatric care with other behavioral health and primary care services to ensure a comprehensive, whole-person approach to treatment.
- Collaborate with interdisciplinary teams, including primary care providers, therapists, social workers, case managers, and peer support specialists, to ensure coordinated care for individuals with complex needs.
- Build and maintain relationships with external healthcare organizations, social service agencies, law enforcement, and community partners to improve access to services and facilitate cross-agency collaboration.
- Client Engagement and Community Outreach
- Engage with clients and families in treatment planning and recovery processes, ensuring that care plans are personalized and meet the unique needs of each individual.
- Participate in community outreach activities to promote mental health services, reduce stigma, and educate the public on available resources for psychiatric care and addiction treatment.
- Financial Management and Resource Allocation
- Collaborate with the CMHC’s financial and administrative teams to ensure efficient use of resources in psychiatric services and adherence to budgets.
- Identify opportunities for additional funding or grants to support expanded services and treatment programs.
- Ensure that psychiatric services are cost-effective, and that staff are delivering billable services under the CMHC Medicaid Rehabilitation Option (MRO) model.
- Data-Driven Decision Making and Reporting
- Lead the collection and analysis of clinical data related to psychiatric services, including tracking key performance indicators (KPIs) for patient outcomes, treatment efficacy, and service utilization.
- Ensure data reporting is aligned with state and federal requirements, including reports to the DMHA and FSSA.
- Use data insights to improve clinical care, inform program development, and drive continuous improvement initiatives.
- Policy Development and Strategic Planning
- Contribute to the development and revision of CMHC policies related to psychiatric services, medication management, crisis intervention, and co-occurring disorder treatment.
- Participate in the CMHC’s strategic planning initiatives, ensuring that psychiatric services align with the organization’s mission, vision, and long-term goals.
- Collaboration with Executive Leadership
- Work closely with the CEO, COO, and other executive leaders to align psychiatric services with organizational objectives and to provide input on the overall clinical direction of the CMHC.
- Serve as a member of the leadership team in developing strategies for program growth, service delivery enhancements, and community partnerships.
- Provide regular reports to the executive team and the board of directors on the performance of psychiatric services and emerging trends in mental health care.
Qualifications/Education:
- Must possess the maturity, enthusiasm, motivation, and the ability to focus on patient safety, teamwork, patient outcomes, patient experience, and quality improvement.
- Must be an engaging partner and highly collaborative within and across professional disciplines
- Requires critical thinking skills, decisive judgement, and the ability to work independently
- Must be able to work in a stressful environment
- Board-certified Psychiatrist with licensure to practice in Indiana.
- Minimum of 5-7 years of clinical experience in mental health and addiction services.
- Previous leadership or administrative experience, preferably within a CMHC or related healthcare setting.
- Strong knowledge of state and federal regulations governing psychiatric care, addiction treatment, and community mental health services.
- Excellent communication, leadership, and organizational skills.
- Experience with Electronic Health Record (EHR) systems, particularly EPIC OCHIN, is preferred.
- Continuous process improvement experience. Lean certification preferred.
- Basic Life Support through AHA required
