Associate Facilities Planner - Project Data at State University Construction Fund

The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals.

Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."

The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).

Job Description:

The State University Construction Fund (Fund) is currently seeking an Associate Facilities Planner - Project Data to join our Capital Program Management & Finance team at our office in Albany, NY.

The Associate Facilities Planner - Project Data is responsible for supporting capital planning through systemwide project data reporting and quality control initiatives, management of project budgeting information, and leading and supporting technology implementation, usage, and training to improve data-informed capital planning.  

• Work with colleagues in Program Management and Finance, including Program Managers, Assistant Director, Director, and other team members to develop, monitor, and assist with the technical, data-informed implementation of campus capital plans.
• Serve as a unit and organizational resource, on project data, including project characteristics, budgets, schedules, scopes, and justifications. 
• Serve as a partner and frequent lead on identifying and executing areas of needed project quality control initiatives, including maintaining and updating project information, identifying areas of needed improvement, and performing QC on various elements including those that fall in-between defined functional areas.
• Assemble and maintain repository of project budget information to inform and support capital planning, AiM asset management model, return-on-investment analyses, and other budget-informed activities.  Monitor projects to improve budgeting intelligence.  Assess budgets at key milestones (e.g., initiation, schematic design approval, etc.).  Analyze and report on budgets within planning initiatives including FMP's, CEMP's, program studies, and technical studies.
• Provide technology support including through working with unit and IS department on developing and improving applications, dashboards, planning module enhancements, reporting, needs identification, and process improvements.  Work with unit managers on developing technology training and support programs and efforts to improve Fund and Campus data and data usage.
• Communicate technical information to both technical and non-technical audiences.
• Utilize and analyze various data and inventories, including building characteristics inventories, asset and conditions information, tabular cost estimate information, building plan information, and other data as it relates to capital planning and project.  Work closely with asset management and space management staff. 
• Prepare status reports and presentations including graphical and text information.
• Work closely with and communicate professionally with a wide range of professionals in academia, planning, finance, and design and construction, where frequent independent interpretation and decision is required, and must be balanced with effective team work and consensus building.
• Organize, prioritize and perform under pressure.
• Manage tasks and initiatives effectively without direct supervisory authority.
• Travel occasionally with teammates or alone to SUNY campuses.
• Performs other duties as directed or required.

Requirements:

Bachelor's Degree in Architectural Technologies, Information Technology, Construction Management, Technology Education, or related discipline required.  Minimum of 5 years of experience in or direct exposure to facilities, construction management, engineering, or architecture required.

The preferred candidate will have at least 5 years of successful experience in higher education administration including some experience working with facilities data and technologies.

Demonstrated knowledge of and experience with computational analysis, statistical techniques, databases, pivot tables, report preparation, and research techniques are required.

Technical construction management or architectural production experience are not required but will be considered.

Excellent oral, written, and graphic communication skills are required.

This position does not require a NYS Civil Service examination.

Additional Information:

Salary range: $77,673 - 114,444 per year, commensurate with experience and qualifications.
