About the Job
The County of Riverside TLMA Transportation Department has opportunities in both the Traffic Engineering Division and Construction Inspection Division for Associate Engineer/Associate Civil Engineer.
Traffic Engineering
Assigned to the Traffic Engineering Division the Engineer will conduct traffic investigations; interacting with the general public regarding traffic operation issues; reviewing land development proposals with regard to traffic impacts, traffic safety and determining mitigation measures; traffic signal design, street widening, sidewalk, and ADA ramp design; preparing and reviewing signing, striping and traffic control plans.
The Department desires traffic engineering candidates that have experience in the development and review of transportation or public works projects, knowledge of the CEQA process, Manual on Uniform Traffic Control Devices (MUTCD), ADA regulations in regards to pedestrian accessibility, and Caltrans standard plans and specifications. Candidates with experience in using MicroStation, ArcMap/ArcGIS Pro, Bluebeam, MS Office, Synchro & SimTraffic, and Windows 10 operating software.
Construction Inspection
Assigned to the Construction Inspection Division the Engineer will play a critical role in providing inspection and field engineering support on a wide variety of public works projects. Responsibilities will include construction field inspection; contract management, reviewing, commenting on, and assuring compliance with plans, specifications, and agreements for projects; modifying and adjusting standards; preparing contract change orders for approval; responding to issues related to the Construction Inspection Division, and interacting with the general public regarding construction operations and impacts.
The Department desires construction inspection candidates with knowledge of State and Federal standards in public work's construction projects including the principles and practices of engineering as they apply to traffic highway safety, transportation planning, highway design, flood control, construction and maintenance and environmental monitoring programs. Candidates with engineering construction inspection experience are highly preferred.
Both Divisions
The incumbent will work with other Transportation Divisions and County departments providing coordination of capital and development projects; interacting with developers, engineers, and the general public both verbally and through written communication; reviewing and implementing plans done by others, and perform other engineering tasks as assigned.
Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required for an Associate Civil Engineer classification.
The level at which the position will be filled is at the Department's discretion and is contingent upon the candidate's experience, qualifications and educational attainment.
Meet the Team!
The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
Traffic Engineering:
• Provide traffic signal timing, assist Traffic Operations staff on traffic signal operation issues, and perform other engineering tasks as assigned
• Utilize MicroStation for traffic design (traffic signal design, ITS, signing and striping, and traffic control plans)
• Analyzing field data and preparing plans, profiles, maps, and related drawings necessary for construction work.Writing and preparing technical specifications & final construction reports; preparing quantity takeoffs & recording on-site quantities; reviewing & completing submittals
• Conduct traffic investigations including field reviews, data collection, data analysis and making recommendation based on findings; interacting with the general public in response to traffic safety and operation concerns; reviewing land development proposals with regard to traffic impacts, traffic safety and determining mitigation measures
• Review traffic signal and street improvement for conformity toCounty and Caltrans, local ordinances, state regulations, and administrative policies.
Construction Inspection:
• Reviews plans for compliance of local ordinances, state regulations, and administrative policy.
• Assists and advises permit applicants in engineering and technical structural or grading problems; assists and participates in the in-service training programs of building inspectors and engineering technicians relative to grading and structural inspections.
• Provides field and office support on public works projects including construction inspection, contract management and change orders compliance of plans Reviews grading, building, and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policy.
All Divisions:
• Assist and advise engineering technicians relative to traffic and transportation projects
• Provide technical information to officials of the County or other governmental jurisdictions, other engineers and the public
• Assists and advises permit applicants in engineering and technical structural or grading problems; assists and participates in the in-service training programs of building inspectors and engineering technicians relative to grading and structural inspections.
MINIMUM QUALIFICATIONS
Associate Engineer
$45.49 - $59.11 Hourly
$7,884.47 - $10,245.68 Monthly

Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)
Experience: Two years of professional civil engineering experience, including one year in either 1) the planning, design and construction of highways or flood control projects; or 2) review and approval of grading for permit issuance; or 3) traffic engineering design and transportation planning planning
Associate Civil Engineer
$48.67 - $63.75 Hourly
$8,436.38 - $11,050.83 Monthly
$101,236.51 - $132,609.98 Annually
Experience: Two years of professional civil engineering experience, including one year in either 1) the planning, design and construction of highways or flood control projects; or 2) review and approval of grading for permit issuance; or 3) traffic engineering design and transportation planning planning
License: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers
Both Levels:
Knowledge of: CA MUTCD on signing, striping, traffic control and traffic signal regulations; County General Plan, development standards, and ordinances; development review procedures, traffic impact analyses, VMT analyses, and CEQA process. The fundamentals of civil engineering; mathematics and physics as applied to engineering; construction survey, stress analysis, hydraulic design, topographic mapping, analytical mechanics, and strength, properties and uses of construction materials; accepted practices of grading and structural plan review and approval; general methods and procedures of describing real property.
Ability to: Direct the work of subordinate engineering personnel; design a variety of public works projects with skill and accuracy; perform difficult mathematical computations; review and approve street improvement plans; make accurate drawings and maps; prepare and or review technical reports; maintain cooperative working relationships with others.
License/Certificate: Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
