DEFINITION
The Associate Director of Engagement and Economic Mobility provides visionary leadership and comprehensive oversight for MAAC’s Family and Community Engagement, and Economic Mobility initiatives within the Child Development Program (CDP). The Associate Director is responsible for fostering a safe and inclusive environment for families, facilitating access to critical services. This position plays a key role in empowering families to achieve economic mobility and fostering community partnerships that advance collective well-being. The Associate Director will be thoroughly committed to the agency's strategy and mission and will demonstrate supportive, positive and engaged leadership, coaching and problem solving and strong demonstrated success in managing internal and external relationships. This role requires a dynamic leader committed to equity, community empowerment, and systemic change, capable of driving MAAC’s Child Development Program toward meaningful, measurable outcomes for families.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide strategic leadership for Family and Community Engagement (Engagement), Economic Mobility through direct supervision and support of department managers.
- Oversee the planning and execution of economic mobility activities, including Apprenticeship programming, ensuring robust workforce development opportunities and high-quality educational pathways for program participants, promoting long-term self-sufficiency. Align with and work in partnership with the Director of Economic Development and team.
- Foster and manage community engagement initiatives, building and sustaining relationships with community organizations, businesses, educational institutions, and public entities to expand resource availability and partnership opportunities.
- Collaborate with team members to set measurable goals, ensuring accurate data collection and analysis that informs program improvements and demonstrates impact.
Mentor and guide department managers in monitoring and evaluating parent education, and economic mobility programs, ensuring all activities align with program goals and regulatory standards. - Provide technical assistance in areas of program compliance, operational management, and adherence to state and federal regulations, ensuring smooth execution of services and program objectives.
- Lead the development and implementation of the Office of Head Start Program Self-Assessment Plan, representing the department at agency meetings, task forces, and strategic planning sessions and alignment with Head Start Program Performance Standards.
- Oversee the effective management of budgets, including planning, monitoring, and reconciliation.
- Foster a culture of shared decision-making within the team, ensuring collaborative problem-solving and active participation in department-wide initiatives.
- Build an inclusive and supportive environment that values diverse family backgrounds, experiences, and cultures. Ensure services are accessible to all, including families with disabilities and those from socio-economically diverse backgrounds.
- Report to the Chief Early Childhood Education Officer and work collaboratively with the Associate Director of Programs and Education and Associate Director of Operations within CDP.
- Proven expertise in program management with a focus on family engagement, economic mobility, and community partnership development.
- Experience managing compliance and reporting requirements for federal, state, and private funding sources.
- Familiarity with budget planning and financial monitoring systems, including advanced skills in tracking in-kind contributions and program resources.
- Leadership principles and best practices for staff supervision, including evaluating performance, managing teams, and fostering professional growth.
- Federal and state regulations, particularly the Head Start Performance Standards, with the ability to interpret and apply these regulations within program operations.
- Effectively lead, motivate, and evaluate staff in a way that promotes professional development, team cohesion, and achievement of program outcomes.
- Demonstrate superior technological proficiency, particularly in Microsoft Office and database systems, to facilitate data analysis and reporting.
- Communicate effectively both orally and in writing, tailoring messages for diverse stakeholder groups, including staff, parents, community partners, and public officials.
- Build strong relationships across all levels of the organization and with external stakeholders, enhancing collaboration and the collective impact of MAAC’s programs.
- Develop and oversee effective meeting facilitation processes that engage stakeholders in shared decision-making and goal alignment.
- Design, implement, and manage operating budgets while ensuring fiscal accountability.
- Apply a deep understanding of federal performance standards to ensure program compliance and guide continuous improvement.
- Address operational challenges and provide thought leadership on improving service delivery models, increasing family access to resources, and fostering sustainable economic outcomes.

- BA/BS in business administration, Social Science, Sociology, Cultural Studies, Behavioral Science, Human Development, or a related discipline.
- Master’s Degree with emphasis in Leadership, Public Policy, Business, Program Administration or a related field is desirable.
- A minimum of three (3) years of experience in program management; a minimum of two (2) years of experience managing and supervising subordinate staff.
- Experience with nonprofit, educational, community engagement, program services and/or economic development and/or a similar type of program experience, is desirable.
- The ideal candidate will be bilingual in English and Spanish with the ability to relate to a wide socio-economic and diverse group.

HEALTH STATUS
Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

BACKGROUND CLEARANCE
All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.
Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.
TRANSPORTATION
Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
