Duties
In this position, you will exercise broad leadership oversight of the Office of the Chief Information Officer (OCIO), with responsibility for the Agency's Information Technology (IT), Cybersecurity, Privacy, and Network Management activities. Additionally, this position:
Serves as the Agency's Chief Information Officer (CIO), which shares parity with other NTIS Office Heads, i.e., Associate Director.Provides centralized oversight and management of the Agency's information resource management activities and executes duties, including those delegated by the Department of Commerce (DOC), that are included in various laws, including the Clinger Cohen Act, Federal Information Security Management Act, E-Government Act, Paperwork Reduction Act, and Federal Records Act.Develops and maintains information security reports, dashboards, and metrics that speak to the Agency's risk and threat environment. Oversees a comprehensive network management program, including oversight of all planning, installation, and management of the Agency's networks and systems. Develops and implements strategies, procedures, and processes that enable the Agency's network to operate 24x7x365. Ensures there are protocols in place to monitor, report, and respond to incidents within the speed of need. Advises the NTIS Director and Deputy Director on various IT and technology matters.Determines, in partnership with NTIS Offices and the Chief Financial Officer (CFO), the financial and personnel resources needed to achieve the Agency's mission objectives and support mission operations.Represents NTIS to intra-Department of Commerce (DOC) external stakeholders, including leading efforts to promote NTIS best practices through outreach to other agencies; reporting IT as required under applicable laws, regulations, and policies; and representing NTIS interests at the relevant CIO Councils, including DOC, and other interagency IT organizations throughout the Federal Government.Requirements Conditions of EmploymentU.S. citizenshipMales born after 12-31-59 must be registered for Selective ServiceSuitable for Federal employmentCompletion of Confidential Financial Disclosure, Form OGE-450Bargaining Unit Position: No QualificationsBasic Requirements:
Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.Problem Solving-Identifies problems; determines the accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and make recommendations.Specialized Experience:IN ADDITION: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level. Specialized experience is defined as experience in leadership, management, and overseeing a diverse portfolio of information technology programs critical to a Federal Agency (or similar organization) mission. Experience in three or more areas: Enterprise Architecture, IT Strategy and Roadmaps, Change Management, or Cybersecurity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
