Position Definition for Associate Engineer
The Engineering Design Center of Golden State Water Company (GSWC) is responsible for plans and specifications for all water supply, pumping plant, water storage facilities, and water distribution projects. These projects may include pipeline projects, pressure regulating valves, booster pump stations, groundwater well equipping, water storage reservoirs, treatment systems, site grading and drainage plans, and specification writing. The Associate Engineer position will be part of a design team that is responsible for multiple design projects and is accountable to the Senior Engineer in responsible charge.
Position Definition for Assistant Engineer:
The Engineering Design Center of Golden State Water Company (GSWC) is responsible for the design of all water supply and water distribution projects. These projects may include pipeline projects, booster pump stations, wells, reservoirs, treatment systems, site grading and specification writing. The Assistant Engineer position is part of a design team that is responsible for multiple design projects and is accountable to the Senior Civil Engineer in responsible charge.
Essential Duties and Responsibilities for Associate Engineer:
- Perform utility research for capital improvement projects
- Prepare base maps for potable water supply and distribution projects utilizing AutoCAD Civil 3D software
- Prepare cost estimates and cost-benefit analyses for water supply, treatment and distribution projects
- Prepare RFPs for water supply and distribution projects and manage consultants
- Develop and complete studies, preliminary design reports, evaluations and operations memos for water supply and distribution projects with limited supervision
- Complete preliminary and final designs for capital projects in water supply, treatment and distribution under direct supervision of a licensed Professional Engineer
- Perform hydraulic analyses utilizing the hydraulic model
- Performs other duties as assigned
Essential Duties and Responsibilities for Assistant Engineer:

- Completes preliminary and final designs (under direct supervision of a Professional Engineer) for all capital and new business projects in water supply, treatment and distribution
- Uses hydraulic model for performing hydraulic analyses
- Performs other duties as assigned
Minimum Qualifications for Associate Engineer:
- Bachelor of Science degree in Civil, Mechanical or Environmental Engineering from an accredited college required
- Possession of a valid Engineer-in-training certification required
- Two years of work experience in an engineering design or related environment
- Knowledge and experience in water infrastructure design using computer-aided design software (AutoCAD) preferred
- Knowledge and experience in geographic information systems (GIS) preferred
- Effective oral and written communication skills
Minimum Qualifications Assistant Engineer:
- Bachelor of Science degree in Civil, Mechanical or Environmental Engineering from an accredited college or university required
- Knowledge and experience in water infrastructure design using computer-aided design software (e.g. AutoCAD) required
- Knowledge and experience in geographic information systems (GIS) preferred
- Effective oral and written communication skills
- Experience in an engineering design or related environment a plus; participates in continued learning and working towards obtaining the EIT certificate and eventually a Professional Engineering license
- Technical Knowledge and Competency Requirements
- Computer: Basic knowledge and skill in computer-aided design software (AutoCAD/Civil 3D by Autodesk), GIS (ArcGIS by ESRI), hydraulic modeling software (InfoWater by Innovyze) and familiar with web-based learning, Microsoft Word, Access, Excel, PowerPoint and other applicable software
- Communication: Good communication skills via telephone, e-mails, technical writing, meetings and presentation are essential
- Engineering: Knowledge in engineering principles and design
- Customer focus: Provide timely and quality products that meet the expectations of internal and external customers
- Time Management: Ability to prioritize and plan based on projected workload to meet project schedule

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
