Assoc Vice President of Environmental Health & Safety & Chief Safety Officer - University of Rochester

GENERAL PURPOSE: Directs a comprehensive University-wide environmental, health and safety program, including but not limited to Chemical/Radiation/Biological Safety, Fire Safety and Prevention, Food Safety, Hazard Communication, Industrial Hygiene, Laboratory Safety, Occupational Safety, Pest Control, Emergency Preparedness, and Business Continuity Management (BCM). Directs and sponsors all aspects of the program to achieve a safe and healthy environment for staff, students, patients and visitors. Ensures compliance with all safety related governmental regulations. Proposes and organizes activities to enhance programs and comply with new regulations. Designated as Chief Safety Officer and is authorized to suspend any or all institutional operations in the event of imminent hazard. Oversees all things safety related and liaises with outside agencies as needed. **Main duties as Chief Safety Officer** : Co-chairs the EP (Emergency Preparedness Committee). Represents EH&S on various committees such as Compliance Committee, Research Compliance Committee, ARO (Alternate Responsible Official for Radiation Safety), Senior leader for Radiation Safety Committee. **JOB DUTIES AND RESPONSIBILITIES:** + Provides information to and advises senior management on health and safety. Maintains familiarity with local, state and federal regulations relating to health, safety and the environment and with major scientific developments in the field. + Ensures guidance is provided for staff and students in safe procedures in teaching and research. Provides general or specialized training for students and staff. Ensures training and communication programs comply with health and safety regulations and required documentation is maintained. + Oversees and guides the planning for environmental risk assessment of facilities and procedures. Recommends corrective action where needed, including measures for health and safety of patients and visitors. + Responds to releases of potentially hazardous agents. Evaluates hazards, directs remedial measures and determines when risk is contained. + Guides architects and engineers in facility design for potentially hazardous programs and compliance with regulations. + Provides or serves as a pathway to information for the resolution of specific concerns. Represents the University to government agencies and public forums concerned with environmental and occupational health and safety. Confers with and provides information to student, staff and faculty groups. + Prepares periodic reports on activities of sections and safety status of the University. + Develops and manages outreach programs to promote awareness of good practices for a safe environment. + Selects and oversees managers of section units, including performance reviews, setting goals and recommending personnel actions. Plans, develops, recommends and defends annual operating plan and budget, including projections of expenses and revenues. Prepares and recommends capital budgets for space and equipment requirements. Oversees operations to ensure compliance with budget goals and limitations. Other duties as assigned. **QUALIFICATIONS:** + Bachelor's degree required + Master's degree preferred. + 10 years of relevant experience required (15 preferred) or equivalent combination of education and experience + Experience in hostpital/academic setting and code compliance preferred + Demonstrated skills in leading a team of EHS professionals, working at all levels of the organization, and excellent communication skills preferred + National certification in Industrial Hygiene, Safety or Health Physics preferred.
