The City of Johnson City, Tennessee is accepting online applications for an Assistant Water/Wastewater Maintenance Superintendent in the Water & Sewer Line Maintenance and Construction department. Performs difficult professional work assisting in the organization and supervision of construction and maintenance activities of the municipal water distribution and wastewater collection systems; does related work as required. Under direction performs considerable supervisory and administrative work with responsibility for coordinating the activities of the Water/Wastewater Department construction, maintenance and repair work. Position assists supervisor in complex planning for increased efficiency in all water/wastewater operations and implements various projects by delegation through subordinate supervisory personnel. Work involves maintaining various records and reports on personnel, accidents, and work performed. Position functions with considerable latitude for independent initiative and judgment in determining placement of personnel, water laterals, and water mains and lines. Responsibilities include, planning, implementing, supervising, and inspecting all work in progress.
Essential Functions of Position:
- assists/plans and directs construction, operation, and maintenance of municipal water/wastewater system;
- assigns tasks to subordinates daily;
- performs field inspection during and upon completion of projects;
- locates water/wastewater lines, and measures and maps line extensions;
- hears and investigates complaints regarding water/wastewater issues;
- meets with construction contractors, state highway officials, and supervisor regularly to discuss projects;
- tests water mains and water lines for bacteria samples;
- conducts safety meetings, and instructs subordinates in equipment safety and maintenance;
- acts in the position of Superintendent at such direction or in the event of absence;
- operates backhoe and loading equipment;
- remains on-call at all times for the purpose of responding to emergency situations, i.e., water main breaks;
- ensures safety practices of workforce and facilities;
- Performs related tasks as required.
Required Knowledge, Skills and Abilities: Thorough knowledge of the materials, methods, and practices necessary to the construction, operation, maintenance and repair of water/wastewater utility systems; thorough knowledge of maintenance and repair of water mains and major water/wastewater treatment facilities; thorough knowledge of Federal and State laws, city ordinances and codes, department and division policies/operations guidelines, and other relevant guidelines; ability to plan, organize, supervise and carry out projects effectively; ability to establish and maintain effective working relationships with associates, subordinates, municipal officials, representatives of other agencies and the general public.
Acceptable Experience and Training: College graduate with a degree in mechanical engineering, environmental health or a related area and considerable experience in water/wastewater construction, maintenance and operation, a portion of which shall be in a supervisory capacity; supplemented by jobsite safety training; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
