General Statement of Job
Under limited supervision, performs administrative, supervisory and technical work in planning, directing, coordinating, evaluating and maintaining the operations of the Utilities Department water and wastewater infrastructure inclusive of water resources, water treatment, water distribution, wastewater treatment, wastewater collection, reclaimed water treatment, reclaimed water distribution and industrial pretreatment and other support areas. Work is performed under the general direction of the Utilities Director.

During emergency conditions, Town of Davie essential employees are automatically considered emergency service workers. Employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Civil or Environmental Engineering or closely related discipline. Must be a licensed Professional Engineer in the State of Florida. Five (5) seven (7) years professional or administrative experience in the operation and direction of a municipal utilities system; with three (3) to five (5) years supervisory experience.
Five (5) years progressively responsible engineering experience in the design and construction water treatment, water distribution, wastewater treatment, reclaimed water treatment, waste water collection, or other public utility projects.
A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
A Master's Degree in Civil, Environmental, Public Administration or closely related field is preferred.
Special Requirements
Must possess and maintain a valid State of Florida Class "E " Driver's License with a good driving history.

- Assists Director to ensure each program or division is in compliance with the Environmental Protection Agency, Florida Department of Environmental Protection, Broward County Environmental Protection and Growth Management Department and other regulatory agencies as needed.
- Manages the work of assigned personnel and divisions; delegates and reviews work assignments to ensure its timely, cost-effective, and meets standards.
- Provides engineering and project management support for assigned Utility projects, inclusive of design, construction, survey and inspection as well as the associated Capital Improvement Program.
- Assist with review and approval of standard developer agreements; review and approval of plans and permit process.
- Assist, develop and manage, and/or implement various Department initiatives inclusive of work plan, asset management, GIS, grants, , pilot studies, other planning and operational improvements, prepares and presents reports associated with the tasks.
- Assists with grievances and discipline, reviews employee performance evaluations, interviews and makes recommendations regarding hiring of personnel;
- Assist with the preparation, implementation and management of the operational and capital improvement budgets; monitors and approves expenditures, forecast funding needs, develop summary spreadsheets, briefings, presentations and additional items as needed.
- Assists in the preparation, implementation and monitoring of the Department's Strategic Plan.
- Respond to citizen complaints, issues, and media inquiries as assigned.
