About the Job
Riverside University Health System (RUHS) is currently recruiting for an Assistant Regional Manager with the Behavioral Health department. The incumbent will be responsible for the analysis of CalAIM initiatives and implementation pertaining to Crisis System of Care, Substance Abuse Prevention and Treatment, and Detention services.

EXAMPLES OF ESSENTIAL DUTIES
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager in planning, organizing, directing, and coordinating administrative and social service activities within a region; provide administrative and technical supervision over the work of Children's Social Service Supervisors I and II, or Mental Health Service Supervisors.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager in the recruitment, selection, assignment, and evaluation of subordinate staff; assist in the resolution of personnel problems; assist or provide training to staff.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager in providing consultation and guidance to subordinates, supervisors, and staff on unusual, sensitive, or complex case problems; provide guidance and ensure compliance with policy, program, and established case practice standards.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager by ensuring supervisors develop, track and monitor compliance systems; follow up and ensure supervisors are participating in monthly monitoring activities including the review of monthly data reports.
• Keep abreast of local, state, federal, and other regulatory agency laws, rules, regulations, policies and procedures; conduct research on, develop recommendations for, evaluate, and implement new policy and operational changes.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager in preparing fiscal and management reports, creating and recommending action to balance region or project budgets; monitoring expenditures and use of various allocations; respond to audit reports.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager by participating in various service need assessments; develop, prepare, and implement requests for proposals; develop, implement and monitor contracts and memorandums of understanding; liaison with community partners.
• Support the Regional Manager, Mental Health Services Administrator, or Program Manager in the research, design, development, and implementation of specialized information systems and reports which support program management activities; evaluate outcomes and goals; assess program compliance.
• Represent Children's Services or the Department of Mental Health on various professional and intra-county departmental committees and in local, state, and national committee meetings.
• Serve as In-Charge Regional Manager, Mental Health Services Administrator, or Program Manager during the absence of the Regional Manager, Mental Health Services Administrator, or Program Manager.
• Frequently conduct field visits, away from the home office, to attend meetings, training, and community events. Depending on assignment, may conduct visits to out-stationed staff at remote locations.
• Locate and review case data in a statewide database.
• Data entry of complex and lengthy narratives into a client complaint database.
MINIMUM QUALIFICATIONS
For incumbents employed by the Riverside County Department of Public Social Services (DPSS):
OPTION I
Education: Possession of a Bachelor's degree from an accredited college or university in social welfare, social or behavioral sciences, social/human services, counseling or a closely related field.
AND
Experience: Two years as a Children Social Services Supervisor II or two years as an Administrative Services Manager with Riverside County Department of Public Social Services Children's Services Division.
OR OPTION II
Education: Master's of Social Work degree from an accredited school of social work, or a Master's of Science degree in psychology, family therapy, or counseling from an accredited college or university which included 300 hours of field placement experience.
AND
Experience: Three years of experience in social case planning/case management in a child welfare agency, of which at least one year must be comparable to Riverside County's Children Social Service Supervisor II or Administrative Services Manager with Riverside County Department of Public Social Services Children's Services Division.
OR OPTION III
Education: Master's degree from an accredited college or university in social or behavioral sciences, social welfare, social/human services with one year of post Master's degree experience in a public or private agency performing duties equivalent to Riverside County Children's Social Worker IV or Social Service Worker IV classification.
AND
Experience: Three years of experience in social case planning/case management in a child welfare agency, of which at least one year must have been comparable to Riverside County Children's Social Services Supervisor II or Administrative Services Manager with Riverside County Department of Public Social Services Children's Services Division.
A Master's Degree in one of the above sciences is preferred.
Knowledge of: Laws, regulations, and policies governing a public social service agency; state and local codes, rules, and regulations influencing fiscal operations; full range of Riverside County Children's social worker and supervisor duties and responsibilities; effective casework practice; principles and methods of supervision; basic management skills, problem solving techniques; principles, methods, and techniques of administration, organization, and management in a governmental or public agency environment; knowledge of Children's Services information systems and computer applications; principles of public agency employer/employee relations.
Ability to: Plan, organize, direct, supervise and evaluate the provision of child welfare services or provision of administrative services; apply productive problem solving skills; prepare, implement, and evaluate on-the-job training for new staff; analyze and evaluate operational and fiscal programs, projects, and procedures; establish and maintain effective working relationships with subordinate staff, management, employee unions, community and civic groups, elected officials and representatives of other governmental agencies; communicate effectively; analyze, interpret, and explain detailed information; prepare clear, concise and logical oral and written reports; understand, interpret, and apply the laws, regulations, and policies applicable to public social service programs, various initiatives, and related funding allocations.
For incumbents employed by the Riverside County Department of Mental Health:
OPTION I
Education: Possession of a Doctorate degree in clinical psychology from an accredited college or university.
OR OPTION II
Education: Graduation from an accredited college or university with a Master's degree in social work, nursing, psychology, mental health or health care administration, public or business administration or a closely related field. (A Bachelor's degree from an accredited college or university in a related field and additional qualifying experience may substitute for the required Master's degree on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)
AND
Experience (both options): Two years of supervisory or administrative experience in a psychiatric or mental health setting which included responsibility for program management and evaluation and budget preparation and fiscal control.
Knowledge of: The principles of public administration and personnel management as they apply to the operation of community mental health programs; the principles and techniques of budgetary analysis, preparation and control; the range of treatment services provided by comprehensive community mental health programs; the clinical principles of mental health treatment; public and private resources available to provide mental health services; the principles of community organization; the characteristics and social aspects of mental and emotional disturbances and their effect on the individual in the community; the principles, procedures, and techniques used in mental health program planning and evaluation; current trends in the field of mental health and the laws, rules, regulations and policies which affect the operation of a community mental health program; the administrative organization of and the services and operations normally provided by County government; contract development, negotiations, and administration including evaluation methods to ensure contract compliance.
Ability to: Manage a comprehensive mental health program; develop effective channels of communication to foster the confidence and cooperation of a variety of community groups; organize County and community resources and contract providers to service and community and achieve program goals; determine the need and priority of mental health services in the community; communicate effectively both orally and in writing; analyze service delivery and administrative problems, generate and evaluate alternatives, reach practical conclusions, formulate recommendations and institute effective solutions; establish and maintain effective working relationships with public and private agencies, community organizations, public officials, other staff members and individuals; prepare clear and concise reports; understand and interpret the laws, rules, and regulations applicable to community mental health programs and the detailed provisions of contractual agreement.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
