About the Job
The of Riverside County Flood Control and Water District has an opportunity for an Assistant Regional Flood Control Maintenance Supervisor that will be assigned to the Riverside location but travel County-wide for certain projects.
Under the general direction of the Operations and Maintenance Superintendent, the Regional FC Maintenance Supervisor organizes work activities, provides direction for non-contracted and contracted construction. This construction is focused on the maintenance and repair of flood control and water conservation projects according to the project plans. The Supervisor will be assigned facilities and improvements within a designated region of the Riverside County Flood Control and Water Conservation District's boundaries and perform other related duties as required.
This position will have supervisory responsibility for more than 30 subordinate workers, assign work, approve timesheets, solve problems and review completed work. The Supervisor will change work assignments to fit individual abilities and staff availability. Methods or work are performed with a devotion to safety standards in consultation with the Operations and Maintenance Superintendent and other District Divisions.
The focus of the position is the direct supervision of an assigned region's activities. The intent of this class level is to be a working supervisor with emphasis on supervision, performing/directing work and providing technical instruction for the more difficult and complex work activities of the unit.
The most competitive candidates will have previous experience in public works, flood control, and operating heavy equipment. Candidates with a tanker endorsement on their commercial driver's license are preferred. Possession of a California Commercial Class A license by the time of hire is required.
Typical Working Conditions: 40-hour workweek Monday through Friday (4/10's Monday through Thursday will most likely be regular schedule). May be required to work extended shifts or be called back in during emergency situations. Available for any emergency call-out as required 7 days/week, 24 hours/day. 50% combination outdoors or in vehicle; 50% in office. Travel by car, truck or heavy equipment. Continuous contact with public and other staff.
While much of the planning, organizing and paperwork is done in the office, incumbents are often required to be outdoors with some exposure to physically demanding, hazardous conditions, heights and depths, and inclement weather. Incumbent supervises a substantial geographic area. This may be County-wide in some assignments.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• Provide general administrative support for the allocation of regional work unit resources (budgeted labor, equipment, and materials) in order to implement plans for various flood control and water conservation construction, maintenance, and repair projects (including grading operations within dams and basins, reconstruction of levees, cleaning of open channels and underground storm drains, clearing of inlets, fence construction, and vegetation management), and for specifically assigned projects following prescribed assignment guidelines, with the results evaluated during the course of the assignment.
• Provide functional supervision for crew workers (Maintenance and Construction Workers, Equipment Operators, and others) assigned to specific projects or maintenance activities by scheduling and assigning work and equipment to crews; acting as a lead worker by reviewing and participating in the work of crews; implementing work procedures that are consistent with departmental directives, policies, and regulations developed at the regional or District level; signing time sheets, authorizing leave, completing worker's compensation forms, accident reports, etc. consistent with appropriate policies and procedures of the District, County, state and federal governments (methods of operation and administration are generally prescribed and any variations are approved by the Regional Flood Control Maintenance Supervisor).
• Operate heavy construction equipment and trucks in order to instruct, demonstrate use, or perform the most difficult and complex operations (requiring a high level of skill and precision) using operational, performance, and functional limitation knowledge of the equipment operated by regional crews, consistent with District and manufacturers safety procedures and precautions.
MINIMUM QUALIFICATIONS
OPTION I
Experience: One year as a Senior Equipment Operator with the Riverside County Flood Control District.
OPTION II
Experience: Four years of direct work experience in the maintenance or construction of flood control or other public works facilities, one year of which must have been in a lead capacity over heavy equipment operators.
OPTION III
Experience: Five years in the maintenance or construction of flood control or other public works facilities, which must have been performed at the journey level or above of a heavy equipment operator, and which primarily involved the skilled operation of complex heavy equipment.

Knowledge of:Basic administrative, management, and supervisory principles, including motivating, developing, and instructing people as they work, necessary to plan, direct, and coordinate the resources of a regional maintenance and construction crew, with a staff of over 40 employees; materials, methods, equipment, and the tools involved in the construction,maintenanceandrepairoffloodcontrolfacilities,orsimilarpublicworksprojects,includingsafetypractices.
Ability to:Apply standard construction and maintenance practices and procedures to the solution ofaworkproblem,reading and comprehension of flood control specifications, construction, surveying or engineering terms; write routine, factual reports and prepare correspondence, compilestatisticalinformation;computewithfractions,decimals, and percentages, and use bookkeeping techniques to make estimates, monitor expenditures, and assist with the collection of budget information; use personal/network computer hardware and software to prepare correspondence and records/notes, electronic mail, and to view data files.

OtherRequirements
License: Possession of a California Commercial Class A license by the time of hire is required. A tanker endorsement is preferred.
This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
