General Purpose
Under general administrative direction, to serve as the principal administrative officer for the Public Works Department; to plan, direct, review, and manage Department activities and operations focused on providing a wide range of public services activities; and to perform other duties as required.

- Meet performance standards established with the employee's supervisor.
- Job attendance is required.
- Facilitate and lead by example to promote the city/department values, with an emphasis on teamwork, strong work ethic, individual professionalism, and safety.
- Provide administrative, managerial, and professional leadership and direction for divisions; recommend and implement goals, objectives and practices for providing effective and efficient services; deliver training and evaluate employee performance to assure desired work quality, efficiency and effectiveness.
- Assist with the annual budget planning process and monitor fiscal controls to assure conformity with established financial constraints.
- Assist with enterprise fund rate analysis projects.
- Perform ad-hoc cost benefit analysis for various department operations and services.
- Oversee department Capital Improvement Plans and maintenance planning and project management for infrastructure.
- Determine the renewal and renovation needs of existing facilities.
- Assist in determining future park needs as it relates to the city's projected growth and recreational needs.
- Ensure the goals and objectives of each department are being implemented and accomplished.
- Assist with management of department safety programs.
- Formulate safety goals, objectives and develop department safety training plans.
- Ensure department compliance with safety regulations.
- Oversee annual division safety plan development and review.
- Assist supervisors in managing asset management programs and GIS data.
- Work with supervisors to optimize asset maintenance and replacement decisions.
- Oversee department software procedures and practices to ensure data accuracy.
- Assist in department emergency management training, coordination, and management for department resources for effective emergency and disaster response.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; research, analyze and evaluate new public works delivery methods, procedures, and techniques.
- Work with Planning, Building and Engineering Departments to assist the Development community in establishing approved practices and procedures for residential, commercial and industrial development.
- Assist with the operation of the Joint Utility Committee and communications between utility providers.
- Assist with the administration of preconstruction meetings, bonding and notices required for development.
- Attend and officiate at meetings when required.
- Work with all utility providers to complete all required inspections, approvals, and acceptances.
- Track projects for their one-year review cycles and send out required notices.
- Work with the City Treasurer to ensure that bonds and bonding requirements are handled with effective and efficient procedures.
- Ensure all bonds are tracked and accounted for.
- Establish and maintain cooperative working relationships with all departments, City officials, outside agencies and the general public.
- When requested, act as Director of Public Works in the Director's absence.
- Attend City Council meetings as required and present to Council as needed.
- Required to work after hours/weekends when deemed necessary by the supervisor.
- Required to respond to emergencies.
- Assist and provide guidance and oversight to the City's MS4 Coordinator and work with State and Local officials to ensure compliance with all applicable laws and regulations
- Assist and provide guidance and oversight to the Airport Manager.
- Work with FAA and UDOT officials on airport improvement projects.
- Complete necessary paperwork for the preparation of plans, execution of work and payment of invoices for such improvement projects.
- Perform related duties as required.
Minimum Qualifications
Experience
Five years of increasingly responsible professional public works experience of which at least four (4) years were in a supervisory capacity, and
Education
- Bachelor's degree from an accredited college or university in civil engineering, public administration or a related field.
Special Requirements:
- Possession of a valid Utah driver's license and good driving record.
Knowledge, Skills, and Abilities
- Municipal public works planning, designing, maintenance and construction, streets, traffic and utilities maintenance programs.
- Principles related to public buildings, and capital facilities planning and development.
- Applicable City policies, laws and regulations affecting Department activities.
- Principles and practices of modern public administration including planning, organizing, staffing, supervising, training and managing financial and human resources.
- Principles and practices of budgetary development, control, and administration.
- Techniques and methods of preparing designs, plans, specifications, estimates and reports for proposed municipal facilities.
- Public relations practices and techniques.
- Ability to use online software to review subdivision plans.
- Research methods; report writing techniques; statistical concepts and methods.
- Principles and techniques of project management.
- Any combination of experience and training that would likely provide the required knowledge, skills and abilities necessary for satisfactory job performance is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
- Lead, administer, and oversee a municipal Public Works Department.

- Analyze complex technical and administrative problems, evaluate alternatives, recommend solutions, and prioritize work.
- Read and interpret complex laws and regulations regarding parks and public works related.
- Prepare clear and concise reports, correspondence and other written materials.

- Establish and maintain cooperative working relationships with the City Council and a variety of citizens, public and private organizations, boards and commissions and city staff.
- Effective communication both verbal and written.
- Represent the City in a professional, effective manner.
- Work well under pressure, meeting multiple and sometimes conflicting deadlines.
Typical Physical/Mental Demands/Working Conditions
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, sitting or standing for extended periods while assisting customers and while operating assigned office equipment. Walking, standing, stooping, sitting, reaching and light lifting. Talking, hearing and seeing essential in the performance of daily tasks. Common eye, hand, finger dexterity exists. Mental application utilizes memory for details, verbal instructions, emotional stability and critical thinking. Considerable exposure to stress as a result of human behavior, including dealing with unpleasant, angry or discourteous individuals as part of the job requirements.
Condition of Employment
Employee may be required to work extended or irregular hours such as nights, weekends and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and/or projects. The employee is expected to forgo normal work duties to assist with the completion of these events and/or projects. In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.
