TheCounty of Riverside University Health System (RUHS)has an exciting opportunity for an Assistant Pharmacy Director with RUHS Medical Center located in Moreno Valley, CA.
The Assistant Pharmacy Director - Clinical Services & Quality Improvement is tasked with a range of responsibilities including but not limited to management, operations, and clinical oversight of acute care pharmacy services, ambulatory pharmacy services, transitions of care, infectious diseases, emergency department, medication reconciliation team, and academic programs. This also includes oversight of quality-improvement-related activities of the department. The Assistant Pharmacy Director shall assist the Director of Pharmacy in all aspects of pharmacy management. Under direction, plan, organize, and coordinate multiple pharmacy operations for the clinical services.
The Assistant Pharmacy Director reports to the Pharmacy Director. This classification is responsible for the organization and coordination of RUHS' Pharmacy services and operations. Incumbents assist the Pharmacy Director in the overall supervision of staff, budgeting, staffing, and directing the accomplishment of short-term and long-term objectives of the Pharmacy Department. This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES
Specific to Clinical Service and Quality Improvement
- Develop, implement and evaluate an integrated clinical pharmacy program that assures optimal outcomes and ongoing quality improvement.
- Provide on-going leadership in the areas of financial accountability, personal development, and quality care/service for assigned areas and functions.
- Collaborate with the Director of Pharmacy, Assistant Directors, and Supervisors to continually maintain a strategic plan for clinical pharmacy services that is compatible with the mission of the Department and strategic goal of the institution.
- Facilitating strategies to uphold a high level of patient care and promptly address patient safety issues.
- Identify, develop and analyze quality assurance/improvement indicators for clinical pharmacy services.
- Represent the department at hospital-wide committees, task forces, and initiatives and be able to lead teams and programs.
- Manage pharmacy-related payment incentive programs in conjunction with the institution's QI department.
- Counsel employees regarding work performance and professional development, and take disciplinary actions as appropriate. Complete evaluations in a timely manner.
- Identify and analyze the strengths, weaknesses, opportunities, and threats related to optimal delivery of care to patients.
- Work collaboratively with all members of the management team, medical staff, health care professionals/administrators to develop new, innovative methods of providing pharmaceutical care to patients.
• Assist the Pharmacy Director in the development of goals, policies, and programs governing the provision of medication therapy for inpatient and outpatient services; set overall standards for the quality of pharmacy services and operations; ensure compliance with federal, state, and Joint Commission pharmaceutical rules and regulations.
• Assist the Pharmacy Director in personnel selection, staff performance, monitoring, and evaluation; administer disciplinary counseling to staff as appropriate.
• Develop, design, and implement Pharmacy Department services, procedures, policies, and programs; prepare and update departmental policy and procedure manuals; propose, evaluate, and monitor budgetary, purchasing, and productivity information and standards.
• Maintain the drug formulary and advise medical staff of additions or deletions.
• Promote professional development of pharmacy staff.
• Instruct, train, and supervise inpatient and outpatient Clinical Pharmacists, Pharmacists, Pharmacy Technicians and other support staff engaged in the procurement, packaging, labeling and distribution of medications, solutions and preparations.
• Direct quality assurance, drug utilization review, and medication monitoring conducted by the Department; ensure that all local, state, and federal laws regarding medications are followed; ensure that appropriate pharmacy services are provided to patients andRUHSstaff as appropriate.
• Act for the Pharmacy Director in their absence; serve as liaison between the medical staff and the Pharmacy Department; consult with, and provide for, the education of nurses, physicians, and other professionals regarding pharmaceutical and department services.
MINIMUM QUALIFICATIONS
Education:Graduation from a School of Pharmacy accredited by the American Council of Pharmaceutical Education with a Doctor of Pharmacy degree (Pharm. D.).
Experience:Three years as a pharmacist in an acute care hospital, including one year supervising pharmacists and related personnel. Five years supervising pharmacists in a hospital is preferred.
License or Certificate: Possession of a valid certificate of registration as a Licentiate in Pharmacy issued by the California State Board of Pharmacy and fulfillment of the continuing education requirements.
Knowledge of: Drug distribution systems and the provision of clinical pharmacy services; OPA 340b drug discount program; system development and implementation of drug distribution and/or clinical systems/services; quality assurance and continuous quality improvement; principles of effective supervision; good customer service (physicians, nurses, and patients); professional standards and practices; Federal, Board of Pharmacy, Joint Commission and Department of Health Services (DHS) laws, regulations, and guidelines pertaining to patient care, and dispensing of legal and non-legal pharmaceuticals and poisons.
Ability to: Provide quality pharmaceutical care; communicate clearly and effectively; schedule, organize, and manage standard and new responsibilities.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
