Job Summary:
The Assistant Information Technology (IT) Director under administrative direction of the Director of Information Technology, plans, organizes, coordinates, and directs the activities of the Information Technology Department to introduce improved efficiencies and effectiveness; implements and monitors policy compliance; applies sound management principles to build and maintain an effective workforce; acts on behalf of the department head in his absence to achieve departmental missions; and performs other work as required.
Work Performed:
- Provide IT strategic planning direction for the business as a member of the senior management team.
- Working directly with the senior management team, translates the business vision into a multi-year, enterprise-wide action plan for the IT resource.
- Define the IT operating capabilities and leverage points for the development of the company’s business goals and objectives.
- Lead IT innovation by prioritizing IT initiatives and evaluating new IT systems for the business.
IT Deployment
- Direct, prioritize and control the installation of major information systems.
- Define and deploy IT security requirements needed to protect the company’s data and systems from any tampering that could lead to public health risks, the compromise or theft of customer data and seriously disrupt company business operations.
- Identify opportunities and implement cost-effective investments in IT systems and resources.
- Actively consult with all departments to define business requirements for new IT implementations.
- Assist the business in developing cost/benefit analyses for IT initiatives.
- Assess and communicate risks associated with IT investments.
- Lead the evaluation of emerging technologies and their possible use in the business.
- Define and communicate corporate policies and standards for IT.
IT Operations and Resources
- Manage an IT staff consisting of 8 people.
- Direct and evaluate the activities of the outsourced support company, including negotiating the annual contract.
- Develop and direct an IT organization that supports the needs of the business, including the recruitment, development, and retention of a professional level IT staff.
- Define and deploy IT departmental goals, objectives, and operating procedures.
- Manage the effective design and operations of the corporate website.
- Provide the company with continuous delivery of IT services through active evaluation and improvement of IT systems performance.
- Direct development, execution, and maintenance of an enterprise-wide disaster recovery plan.
- Oversee all capital and O&M IT expenditures.
Business Analysis
- Works closely with business management to identify and maximize opportunities to use the Oracle application to improve product, service and/or program business processes.
- Reviews, analyzes and creates detailed documentation of business systems and user needs, including workflow, application functions and steps required to develop or modify the Oracle applications.
- Working with business users, develops business, functional and technical requirements for Oracle application changes.
- Coordinates the development of all approved versions of business and functional specifications for Oracle applications. Reviews business or use cases and other technical documents to ensure business requirements are adequately reflected in technical planning documents.
Qualifications:
- Proven leadership ability, including the ability to gain alignment and consensus in a team-oriented environment.
- Superior analytical, evaluative, and problem-solving abilities.
- Demonstrated ability to apply IT to solving complex business problems.
- Significant experience in IT strategic planning and execution.
- Considerable experience being accountable for IT business processes, management, and budgeting.
- Excellent interpersonal, written, and oral communication skills.
- Ability to comprehend complex, technical subjects and issues and to present ideas in business-friendly and user-friendly language.
- Strong understanding of human resource management practice and procedures.
- Exceptional self-motivation and self-direction; must be cooperative, flexible and creative.
- Knowledge and experience in managing IT operations and support for a business enterprise.
- Substantial know-how and work with IT core functions and infrastructure, including hardware platforms, networks, enterprise software applications and outsourced systems.
- Proven achievements with systems design and development, from the defining of business requirements through to day-to-day management.
Education and Related Experience
- Bachelors Degree in Business Administration, Information Systems or Computer Science.
- Minimum of 10 years experience in an IT supervisory role.
- Business experience in a regulated utility environment desirable.
- Prior work with ERP and operational systems desirable.
Physical Requirements:
- This position requires constant operation of a computer and other office equipment such as printers, copiers, calculators.
- Must have the ability to visually inspect and review hard copy and online documents.
- Must be able to communicate, detect, converse with, discern, convey, express oneself, discuss and exchange information.
- Use written, verbal and audio communication and information sources.
- Must be able to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Must be able to remain in a stationary position _50__ % of the time.
