POSITION PURPOSE:
Directs the accounting functions of the school system including but not limited to accounts payable, cash requisitions and receipt, fixed assets, reconciling charter school requests and payments, general ledger and fixed assets. Responsible for ensuring accounting operations are in accordance with the policies established by the Board of Education, public school laws of North Carolina, all applicable federal, state, and local rules and regulations, and Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensiveknowledgeofgenerallyacceptedgovernmentalaccountingprinciples;
- ConsiderableknowledgeofMicrosoftOfficespecifically,Word,Excel,andPowerPoint;GoogleApps;
- Considerable knowledge of database systems with the ability to analyze and organize data within large, complex databases;
- Abilitytomanagefinancialresourcestoachievedepartmentgoals;
- Abilitytomakeindependentjudgementsandtoimplementcreativesolutionstoproblems;
- Ability to lead and motivate staff;
- Ability to meet deadlines;

EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor’sdegreeinaccountingorbusinessadministration;AND
- Fiveyearsofrelated experience; AND
- Demonstrated successfulmanagement orrelatedsupervisoryexperience;AND
- Demonstratedsuccessfulexperiencewithbudgetsandfiscaladministration;OR
- Anequivalent combinationof educationand relevant experience sufficienttosuccessfullyperformthe essential duties of the job.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Master’sdegreeinaccountingorrelatedfield;
- CertifiedPublicAccountant(CPA),CertifiedFraudExaminer(CFE),and/orCertifiedSchoolBusinessDirector;
- ExperiencewithOracleERP.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages the operations of the accounting department, including but not limited to accounts payable, annual external audit and preparation of financial statements, cash requisitions and receipt, fixed assets, reconciling charter school requests and payments, general ledger and fixed assets.
- Supervises,evaluates,trainsanddevelopmentstheaccountingteams.
- ResponsibleforthepreparationoftheAnnualComprehensiveFinancialReport(ACFR)andcoordinatesthe external audit of the school system.
- Maintainsknowledgeofgovernmentaccountingstandards(GAAPandGASB),includingnewpronouncements.
- Preparesandreviewsvariousfinancialreportsasrequiredbylocal,state,andfederalregulations and provides financial reports for the board of education, as appropriate.
- OverseesbankingforallsourcesoffundsandmaintainssecurityofonlinebankinginaccordancewiththeOfficeof the State Controller approved district Cash Management Plan (CMP).
- EnsuresontimesubmissionofmonthlyfinancialandpayrolltransmittalfilestoNCDepartmentofPublicInstruction
in accordance with the Uniform Education Reporting System and reporting to the State Board of Education.
- Coordinatesyearendclosinginaccounting,includingcollaborationwithallareasoffinance.
- Provides technical assistance on appropriate financial procedures for processing transactions, in accordance with governmental accounting practices, federal, state and local laws, and the state chart of accounts.
- Provides support to the finance division in systems development and implementation in the upgrade, enhancement, or testing process for accounting and financial reporting systems used by the school system.
- Coordinates and updates the publication of financial procedures related to policies and practices governing the accounting of funds.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, and the public. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
