The Sheriff's Department is seeking qualified applicants for an Assistant Director, Sheriff's Project Management Office for the Riverside office. The incumbent in this position will p lan, organize, and direct the Sheriff's Project Management Office and the Capitol Improvement Program (CIP) through subordinate staff involved in construction operations. The incumbent in this position will also maintain and update the budget as needed. The assistant director will also develop, revise, and process the accounting and finance of the projects.
Incumbents demonstrating knowledge of laws of government and public works construction projects are highly desired.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize and direct a major division of the Sheriff's Project Management Office through subordinate staff involved in facilities planning and management, fleet services, construction, and maintenance operations.
• Serve as a member of the department's senior management team and confer regularly with the Project Management Office Director on the implementation of policies, programs and procedures for the department; recommend reorganizations of departmental activities as necessary.
• Establish work priorities within the assigned area of responsibility; assist in the development of organizational goals and objectives; administer all applicable personnel policies and procedures in accordance with departmental and regulatory requirements.
• Assist in the development and preparation of the division budget; monitor expenditures and review internal controls for fiscal and business operational purposes in accordance with standard operating procedures and applicable local, state and federal rules and regulations.
• Review and evaluate funding proposals, ensure program objectives and project deliverables are met; manage the procurement of vendor services, selection of vendors, review, and contract approval; find and negotiate pricing with external service providers.
• Identify and leverage multiple funding sources, review complex federal and state agency and private grant-funded opportunities; prepare grant applications, negotiate contract terms and ensure compliance.
• Assist the Project Management Office Director, user departments and other client agencies in developing and implementing long-term facilities programs, including master planning, facilities studies and programming, design and construction activities, scheduling, monitoring and reporting; assist in the development of annual maintenance and capital project budget proposals for approval by the County of Riverside's Board of Supervisors (BOS).
• Meet with governmental and private sector officials to resolve problems and coordinate planning, engineering and construction work on maintenance and capital projects.
• Maintain effective communications with internal/external stakeholders, (e.g., contractors, County departments and other departmental staff) involved in core business activities within the assigned area of responsibility; analyze, investigate and make recommendations relative to complex, sensitive and controversial matters.
• Cooperate with agencies of other jurisdictions as well as County departments to promote a uniform and comprehensive approach to planning, design and construction.
• Prepare or direct the preparation of correspondence and reports, including graphic and statistical information and recommendations on departmental goals or needs.
• Direct the maintenance of records through subordinate managers; analyze information and prepare reports; take immediate command of personnel in emergencies and under special conditions and direct their specific assignments.
• Personally perform the more responsible and difficult administrative tasks and other special technical activities in the division.
• Evaluate the performance of employees, the need for training of department personnel and personnel and equipment requirements.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business administration, architecture, civil engineering, or a closely related field to the assignment.
Experience: Five years of increasingly responsible professional experience related to the assignment, two years of which must have been in a managerial or supervisory capacity. (A master's degree may substitute for one year of the non-specialized required experience.)
Knowledge of: The principles of public administration, including organization, budgeting and the selection, training and supervision of personnel; local, state and federal laws and regulations relating to design and construction; principles, methods and procedures of budget preparation through program objective; research methods, including statistics; government policy and organization; effective methods of public relations; developing and evaluating programs, policies, procedures, and operations; managerial team building.
Ability to: Plan, organize and direct a Project Management Office division; develop and administer a division budget; analyze administrative difficulties, generate and evaluate alternatives, reach logical conclusions, formulate recommendations, and institute effective changes; establish and maintain effective working relationships with public officials, subordinates, general public, and staff members of other agencies; prepare and present clear and comprehensive reports; exhibit tact and diplomacy in politically difficult situations; direct the collection, interpretation and evaluation of data and the development of sound resolutions to administrative problems; coordinate and initiate actions; use communication skills and techniques required for gathering and transmitting information, interviewing, counseling and instructing, and for organizing and directing discussion groups for all functional levels of the department.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
