The story of our organization begins in 1993, when Texas created a workforce development system that made significant efforts to improve service delivery through local control and coordination of services from different programs. On May 23, 1996, Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25, 1996, the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent, grant recipient and administrative agent. Our WDA includes Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties.
How you will make an impact - Description of the Opportunity:
The Assistant Director will provide strategic leadership, operational oversight, and management for a team responsible for delivering workforce development programs, childcare support services, and industry engagement initiatives. Working closely with the Executive Director, the Assistant Director will ensure the alignment of program goals with the organization's mission, vision, and strategic objectives. This role will oversee the day-to-day operations of the department, ensuring that services are efficiently implemented and responsive to community needs. The Assistant Director will play a key role in fostering collaboration across teams, managing stakeholder relationships, and driving program impact to support the workforce, families, and local industries.
Department Leadership
- This work includes leading a team of 15+ full-time professionals that support various areas of Workforce Development.
- As an assistant director, you’ll play a crucial role in ensuring that the department operates smoothly and efficiently, while also fostering a supportive and productive work environment. You will need strong leadership and team-building skills, facilitate open and effective communication with the ability to inspire and motivate others.
Areas of Responsibility:
- Collaborate closely with the Executive Director to set strategic priorities and ensure alignment with broader organizational goals. Work together to refine program strategies, assess resource needs, and ensure programs meet organizational standards of quality and impact.
- Collaborate with the Executive Director on the organization’s funding strategy, including identifying new funding opportunities, securing grants, and ensuring compliance with grant reporting requirements.
- Partner with the Executive Director on budget planning, resource allocation, and operational management for all programs, ensuring efficient use of resources, adherence to financial constraints, and timely delivery of services.
- Lead the development, implementation, and ongoing evaluation of workforce development programs, childcare assistance services, and industry partnership initiatives. This includes ensuring that programs such as job readiness training, career placement services, childcare subsidies, and referrals are effectively managed and aligned with community and industry needs.
- Implement systems for continuous improvement, using data to refine processes, optimize program delivery, and achieve better outcomes for participants and employers.
- Establish and maintain clear communication channels between teams to promote cross-functional collaboration, ensuring staff are well-informed and supported in their roles. Encourage innovation and the sharing of best practices to enhance team effectiveness and program impact.
- Oversee and empower specific teams responsible for the collection, analysis, and reporting of program data, ensuring that all performance metrics, client outcomes, and satisfaction surveys are tracked consistently and accurately. Use this data to monitor program success, identify trends, and inform decision-making.
- Supervise, mentor, and provide guidance to Managers, ensuring they have the support and resources needed to manage their teams effectively.
- Promote a collaborative, positive, and high-performing team culture across the department.
- Develop and implement performance management strategies, conducting regular evaluations to assess staff performance and ensure alignment with organizational goals. Provide constructive feedback and identify opportunities for growth.

Required Education & Experience:
- A Bachelor’s degree and a minimum of 7 years related work experience or 13 years equivalent work experience in lieu of a degree
Compensation:
- FLSA: Exempt
- Starting Salary: $145,562.00 - $160,118.00 depending on skills, qualifications and experience.
Officing:
- This position offers a hybrid work option.

- Retirement
- NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees' gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
