About Real Estate Division (RED) 

The Real Estate Division is comprised of a team of over 220 full time staff delivering professional real estate services to a variety of clients. The Division is comprised of four main subparts:  Administration/Building Management, Transactions, Engineering, and Custodial , and acts as a real estate consultant to Departments, the Mayor, and the Board of Supervisors. 

We have responsibility for: Real Property Transactions: Acquisition and leases of real property required for City purposes (including searches, negotiations and drafting of real property agreement); Sale of surplus real property owned by the City; ; Operations at the Alemany Farmers' and Flea Markets (100 Alemany); Providing Custodial and Engineering services for various City departments at over 60 different locations; Full service property management services to over 5,000,000 square feet of city-owned offices, including City Hall, 1 South Van Ness Avenue, 25 Van Ness, 49 South Van Ness, Public Safety Building (San Francisco Police Headquarters), Office of Chief Medical Examiner, and the Hall of Justice. 

The Assistant Director (aka Deputy Managing Director of the Real Estate Division) assists the Director of Property as provided under Chapter 23 of the Administrative Code and is charged with administration, management and supervising the division’s  operations; developing, coordinating, originating and executing policies and procedures; representing and acting on behalf of the Real Estate Division at the Board of Supervisors, with City officials, other department directors, public representative groups, and other legislative bodies; works with finance and accounting staff on the division’s budget and staffing; is the point of contact for all Human Resource matters including developing job classifications, tests, interview questions, disciplinary and attendance matters; prepares mandatory reports as requested; assists with review of legislation; assists with disaster and emergency prepareparedness;  oversees managers and operation of  the Alemany Farmers Market; and contract management. The Assistant Director assists and manages the administration of   over 100 City leases for an annual rent budget over $44 million, pertaining to several million square feet of rentable area.  Primary duties include, but are not limited to: 

• Acting as Director of Property during Director’s absences with authorities as set forth in the Administrative Code Chapter 23 

• Assists the Director with supervision of the Real Estate Division’s Campus Managers, building property managers, Custodial Manager, contracts manager, and administrative staff.  

• Developing, coordinating, originating and executing policies, and procedures and assisting in the overall administration of the Real Estate Division. 

• Managing RED’s budget, contracts (both Chapter 6 and Chapter 21), and human resources. 

• Assists with transactions/special projects as necessary. 

EDUCATION: Baccalaureate degree, with course work in real estate, business, law, public administration or related field; AND 

EXPERIENCE: Seven years of progressively responsible real property appraisal, transaction negotiation experience and/or property management experience, including three years of responsible supervisory experiences, preferably experience managing high profile building or portfolio with significant public access and use. 

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience.  One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. 

Desirable Qualifications 

• Possession of an advanced degree (MA, MPP, JD or PhD) in public policy, public or business administration, law or finance  

• Managerial and administrative experience in a public sector agency 

• Proven collaboration and relationship-building skills and ability to work effectively with diverse people and partners 

• Excellent communication and presentation skills 

• Ability to think strategically and creatively 

• LEED certification(s)

Compensation: $171,678 - $219,154 annually
