About the Job
The County of Riverside - Riverside University Health System-Medical Center is seeking an
Assistant Director of Nursing Services to support our Adult Critical Care Unit.
Under general direction, in accordance with the State of California Nursing Practice Act and the goals, objectives, and strategic plan of the organization, provides leadership, plans, organizes, and supervises personnel; manages and provides resources for critical care, inpatient care, or ambulatory care at Riverside University Health System (RUHS); directs nursing services at the RUHS; and performs other related duties as required.
The Assistant Director of Nursing Services class is a management level classification and reports to a Clinical Director of Nursing Services I/II or to an appropriate executive manager at RUHS. Incumbents have responsibility for the organization and coordination of the medical center's 24/7 critical care, and/or inpatient, ambulatory, behavioral health, or correctional health nursing operations and services. Incumbents administer multiple nursing programs or organizational areas at the RUHS and has full responsibility for planning, organizing, staffing, budgeting, directing, and controlling the accomplishment of short-term and long-term nursing service objectives.
The Assistant Director of Nursing Services is distinguished from the Clinical Director of Nursing Services I/II in that the latter is responsible for planning, organizing and directing all nursing services at RUHS-MC.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Work Schedule: 9/80, every other Friday off.
Certifications: BLS, ACLS, and NIHSS from the American Heart Association.

EXAMPLES OF ESSENTIAL DUTIES
• Assist in planning the nature, content, and extent of nursing operations for achievement of both short-term and long-term objectives; make nursing evaluation rounds; receive reports of patients' admissions, discharges and transfers.
• Interpret and communicate nursing and organizational philosophy and objectives, department policies and procedures and apply recognized standards of nursing practice; conduct regular conferences with other Healthcare professionals to discuss policies and procedures and evaluate personnel and unit needs.
• Assist in evaluating and initiating corrective action regarding operational compliance with licensure, accreditation, and regulatory standards.
• Assist in establishing policies for determining program emphasis and operating guidelines, including setting goals for delegated areas of responsibility; work with the Clinical Director I/II in scheduling personnel; participate in formulating and enforcing nursing rules, regulations and policies.
• Participate in strategic planning for the organization and for nursing services; participate in formulating policy, procedures and standards for the organization and nursing services.
• Investigate reports of unusual treatments, medications or occurrences, and develop action plans to improve outcomes.
• Assist with the administration of general personnel management matters and actions; evaluate the performance of subordinates; resolve problems involving grievances and discipline; advise and guide subordinate staff in administrative and personnel matters, and in interpreting and enforcing County and hospital policies, rules, regulations, and procedures.
• Assist with ensuring expected patient outcomes are met through effective leadership and/or provision of patient care delivery in assigned nursing units/areas.
• Assist in coordinating nursing services with nursing education programs; monitor and evaluate the work assigned to staff, and complete performance appraisals.
• Maintain daily work assignments and attendance records.
• Interview, screen and recommend the hiring of prospective nursing personnel; participate in performance evaluations of personnel.
• Accountable for the quality, safety, patient experience and cost-effectiveness of patient care under the direction of their supervisor.
• Maintain records and present oral and written reports as needed for regulatory requirements.
• Assist in investigating complaints regarding patient care and nursing personnel in nursing services.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in nursing, nursing administration, or a closely related field. (Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Three years as a registered nurse at an accredited acute care hospital, which must have included two years of charge nurse or nurse supervisory experience.
Knowledge of: Current principles, techniques and procedures of nursing; medical terminology, hospital routine, instruments, and equipment; uses and effects of medicines and narcotics; principles and techniques of effective supervision, management and administration; Joint Commission, federal and state regulatory standards regarding nursing practices in an acute care hospital or health system.
Ability to: Clearly and effectively communicate verbally and in writing with staff and the public; plan, organize, direct, coordinate, and review the activities of assigned nursing services; supervise, instruct, motivate, monitor, train, and evaluate professional and nonprofessional employees; estimate future needs of nursing services in terms of personnel, equipment and supplies; recommend improvements in nursing operations consistent with current nursing trends; establish and maintain systems of records and reports; establish and maintain cooperative relationships with staff and the public.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
