Chambersburg Borough is seeking an Assistant Director of Finance
Chambersburg, with the largest Borough budget in the Commonwealth and the only municipality to operate all its own utilities (electric, natural gas, water, sanitary sewer, storm sewer, sanitation, parking, etc.), and with many enterprise and internal service funds, is seeking an Assistant Director of Finance/Assistant Treasurer. The Borough ALL FUNDS budget is $134,698,549, the 13th largest municipal budget in Pennsylvania. With an Aa2 credit rating and over 300 FTE employees, the Assistant will be involved in all financial administration including a staff of 28 (A/P, A/R. GL, collections, customer service, and more) for over 11,000 monthly utility customers.
The Assistant Director of Finance/Assistant Treasurer will aid in the oversight of financial activities of the Borough and serve as the Assistant Borough Treasurer. This position will assist the Finance Director with the formulation and execution of the Borough’s overall financial policies, strategies, planning, and forecasts, as well as representing the Borough and Town Council to government agencies, funding agencies, and the general public on matters relating to Borough finances. Responsibilities may also include: management oversight of Administrative Services (Accounting, Bookkeeping, Investments, Customer Service, Meter Reading, Billing Operations, Materials & Supply, Purchasing, Revenue Collection Operations, Tax & Audit Collections, Print & Mail Services, and/or Budgeting). Additionally, the position is responsible for establishing and implementing short and long-range goals, management objectives, financial policies, and operating procedures.

Starting salary range:
NBE2: $102,939.20- $109,116.80 D.O.E.
BASED ON KNOWLEDGE, SKILLS, AND EXPERIENCE
Acceptable Knowledge and Experience
Education and Experience:
- A BS/BSA degree from an accredited college/university in finance, accounting, or a related field;
- Two years of professional and administrative experience in public sector finance.
Preferred:
- A master’s degree from an accredited college/university in finance, accounting, or a related field;
- Certified Public Accountant (CPA);
- Preferred experience with municipal utilities;
- At least one year of the required experience is in a supervisory capacity.
General Duties and Responsibilities of the Assistant Director/Assistant Treasurer
(Not All Inclusive)
- Supervises accounting operations, including maintenance and reconciliation of all ledgers and journals; Assists with establishing and maintaining internal controls in relation to accounting functions;
- Supervises maintenance of, and/or maintains, necessary grant, bond, bank note, and project records for accounting, compliance reporting, and audit purposes; Assists with establishing and maintaining compliance with grant, bond, and bank note post-issuance;
- Coordinates preparation of the annual budget by developing and estimating particular expenditures and revenues while providing information and guidance to department heads;
- Substitutes for Director of Finance/Treasurer in their absence by making presentations, relevant decisions and performing other necessary functions, including supervision of customer service and meter reading, as well as banking and signatory responsibilities;
- Conducts certain research projects on expenditures, taxes and assessments as requested as requested by the Director of Finance, Assistant Borough Manager and/or Borough Manager;
- Assists in long term planning strategies for personnel assignments and staffing requirements; provides various financial information to department heads and others when requested;
- Assists with reviewing analyses of revenue flows, monetary reserves, and investment possibilities in developing a plan for maximizing the return on Borough investments;
- Assists with managing the Borough’s workers compensation and general liability self-insurance fund, providing current information required for budgeting and long-term planning;
- Assists with coordinating the year-end financial audit for the Borough; prepares various financial schedules for use in supporting documentation for external auditors;
- Assists external auditors with audits and develops internal audit procedures. Helps lead development of Annual Comprehensive Financial Report (ACFR) in conformity with GFOA certificate program;
- Supports the Director of Finance/Treasurer in building and maintaining a strong office culture both internally and externally, resolving work-related problems when needed and necessary;

Incumbent must be able to be continuously bonded, in an amount satisfactory to Town Council. Said bond shall be at standard rates and not considered “at-risk” bonding.
Chambersburg Borough management jobs require residency of 15 driving miles from Borough Corporate limits within one year of hire date; and, one must remain within residency area while employed. Potential relocation assistance.
