ASSISTANT DIRECTOR OF CONSTRUCTION AND DESIGN
STANDARD POSITION DESCRIPTION

Part I: Position Summary:
The primary function of the Assistant Director of Construction and Design is to support and/or carry out the planning, design, construction, and management of capital improvements including small and large projects, major new construction, and renovation projects. Works with other District administrators and staff, project design consultants, building contractors, permitting agencies, and the Construction & Design staff for the full implementation of contracted services and products.
Part II: Supervision and Controls over the Work:
Serves under the broad guidance and administrative supervision of the Director of Construction and Design. Is held responsible for results in terms of effectiveness of planning, policies, and programs, and for achievement of district goals and objectives. Work is guided by and must comply with federal and state law, policy direction of the School Board, and state and local regulatory agencies.
Part III: Major Duties and Responsibilities listed may include, but are not limited to the following:
Program Leadership: As part of the administrative team responsible for Capital Projects as well as construction and design programs, provides leadership to all assigned functions.
Lead and administer designated functions of the Construction and Design department as directed by the Director of Construction and Design.
Develop and achieve measurable goals for the department focused on increasing efficiency, effectiveness, and customer satisfaction.
Facilitate and model a culture of teamwork and collaboration which encourages staff to provide ongoing input into decisions which affect their work and engages staff in problem solving and strategic planning to maximize efficiency, effectiveness, and customer service.
Supervise and enforce effective safety procedures, maintain safe working conditions, and facilitate communication and training to prevent injuries and address safety concerns and risks.
Provides leadership by facilitating positive relationships between District administrators, architects, engineers, local/state/federal officials, contractors, subcontractors, vendors, and other stakeholders in positions to achieve the district facility design and construction goals.
Determines facility design requirements that support current and future District instructional goals.
Develops and maintains written facility space standards to describe and promote these requirements throughout all projects.
Supports the District financial objectives and funding process by preparing estimates, making recommendations related to major new building and renovation expenditures, and by collecting and analyzing historic project cost data relative to national and local economic trends.
Supports the planning, design, and construction process for new and renovated facilities to achieve the instructional and financial goals of the district.
Develops and maintains written contract standards governing the activities of design consultants, contractors, and vendors to promote best practices to meet District-wide priorities.
Required to follow Board policy and stay abreast of updates and changes.
Supports the continued improvement of District facilities to enhance and support instruction through the selection and use of appropriate building materials and systems.
Provides technical assistance and consultation to the Director of Construction and Design and District administrators, regarding the planning, construction and renovation of school facilities, properties, and equipment.
Coordinate the design and construction for major new building and renovation projects to optimize the benefits to all District stakeholders.
Provides technical assistance relative to the acquisition of new facility sites. Supports the collection of pre-acquisition information to support decision-making and recommendations related to new sites.
Acts as the prime point of contact and communication between the District and the Washington State Office of the Superintendent of Public Instruction, relative to document submittal and approval process for major new construction.
Building and renovation projects. Supports the preparation of all documents required to satisfy administrative regulations.
Manages the activities of multiple project design teams and schedules to achieve District priorities.
Prepares agenda items, special reports and other documents for Board review and approval, as requested.
Review plans and specifications, design consultation and construction contracts, change orders, applications for payment and all other required project documents in order to provide a recommendation for Board approval as requested or when assigned.
Maintains professional certifications, required training, and education requirements and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
Other duties as assigned by the superintendent or designee.
Part IV: Minimum Qualifications:
Successful experience working with culturally diverse families and/or communities or otherwise demonstrated commitment to strengthening engagement of a diverse community and skill in communicating with a diverse population.
Bachelor’s degree in engineering, architecture, project management or a closely related field and four (4) years project management experience. Successful related work experience in construction, facility design, facility planning, or other related field may be substituted on a year-for-year basis for education.
Ability to address and monitor design consultant and construction contracts; professional liability issues; construction law; quality control; cost estimating; life cycle costing; and project scheduling and cost accounting.
Strong understanding of Washington State Education administrative regulations, Capital Construction Processes, and Facility Programming and Construction Criteria, including knowledge of applicable state building codes; and federal regulations governing school construction.
Extensive knowledge in construction delivery methods with emphasis in Design-Bid-Build and GC/CM.
Strong understanding of Public Works regulations and codes related to construction bidding and procurement requirements.
Experience with software tools including but not limited to Excel, Word, Acrobat, Publisher, and PowerPoint.
Ability to perform responsibilities independently and cooperatively with minimum supervision.
Demonstrated successful leadership, program management, and supervisory skills. Exhibits personal qualities necessary to provide the district and department with effective leadership.?
Strong analytical skills and work ethic.
Demonstrated experience with and commitment to high quality customer service.
Strong human relations skills with a commitment to nurturing a culture of teamwork, support, and appropriate accountability. Ability to organize work, set priorities, and meet deadlines. Ability to establish effective working relationships at all levels of the organization.
Valid Washington State driver’s license.
May be required to participate in random drug testing program.
WSP fingerprinting and FBI Background Check is required.
Part V: Preferred Qualifications:
Successful experience as an administrator/supervisor of a Construction and Design Department of similar size and scope to North Thurston Public Schools in a public setting (school district, city, state, university, etc.)
Thorough knowledge of educational facility planning and design; the design and construction process; construction techniques; building systems and materials; energy conservation; maintainability techniques; operational efficiency; safety/security planning; and emerging school design concepts such as high-performance schools, sustainability and Leadership in Energy and Environmental Design.
Multiple year experience in the K-12 construction environment including construction management and A&E practices for large and small construction projects.
Knowledge and experience in the use of AutoCAD, Projects and other architectural or construction software.
