General Summary:
The Harris County Attorney's Office (HCAO) is hiring an attorney to join the Toll Road section of our Compliance & Revenue Division which specializes in lawsuits for debt collection and enforcement of laws that protect the interest of Harris County. The attorney in this role is responsible for providing legal counsel, researching, negotiating, and drafting legal documents, including, but not limited to, the job duties listed below, and ensures the smooth and timely preparation of cases from inception through trial, which requires an understanding of legal principles and procedures.
In addition to the ability to earn compensatory time for hours worked in excess of 40 hours per workweek, the selected candidate may be eligible to participate in the HCAO telework program.
Duties and Responsibilities:
- Provide legal counsel for Harris County.
- Research and analyze legal issues related to the Harris County Toll Road Authority (“HCTRA”) policies and procedures relevant to toll road violations and collections.
- Perform multiple projects simultaneously while maintaining an effective balance of priorities and high productivity.
- Maintains knowledge of the procedures to open, close, and update files and notes accurately using the case management database and run reports.
- Respond promptly to phone calls, emails, and other correspondence.
- Participate in one-on-one sessions with the Managing Attorney of the Division to give and receive feedback.
- Encourage and mentor attorneys, paralegals, interns, and law clerks.
- Participate in Division staff meetings.
- Perform other related duties as assigned.
- Maintain a caseload with multiple courts including County Civil, District Courts, and U.S. District Courts
- Generate and file bankruptcy proof of claims in U.S. Bankruptcy Courts
- Draft, prepare, review, and negotiate settlement agreements relevant to toll road violations.
- Draft legal documents including answers, discovery questions, responses, motions, and briefs.
- Monitors assumed cases to ensure that all discovery requests including requests for interrogatories, admissions, disclosures, and production are timely responded to.
- Prepare for administrative hearings, court hearings, mediations, and trials.
- Act as Liaison regarding legal issues affecting client departments and other departments and/or governmental entities.
