Responsibilities
As an ARPA-H (Advanced Research Projects Agency for Health) Principal Analyst for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions account team. Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.
This is an opportunity for someone who has past ARPA experience (e.g., from IARPA, DARPA, HSARPA, ARPA-E) who will act as a principal lead on analytical, consulting, or assessment processes in support of technical, business, and administrative goals of the program. The Principal Analyst will direct a technical team in performance of complex tasks. This position requires the ability to effectively manage multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.
ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).
Responsibilities include:
- As a STATS Principal Analyst, you will act as a principal lead on analytical, consulting, or assessment processes in support of technical, business, and administrative goals of the program.
- You will work closely with the ARPA-H STATS Program Manager and ARPA-H leadership on financial, business, administrative, and program management problems.
- You will direct a technical team in performance of complex R&D tasks. This may include:
- Monitoring project performance and reviewing deliverables to ensure technical and programmatic goals and objectives are met.
- Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Assisting with planning technology transitions to the respective operational customer.
- Organizing, coordinating, and participating in meetings, discussions, and seminars on biological and chemical threat and detection technology topics,
- Communicating scientific findings to technical and non-technical audiences as needed.
- You will also provide Noblis-internal leadership, including:
- Possible line management responsibilities.
- Providing professional development and mentorship for teammates.Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team.

Required minimum skills and knowledge:
- Required education and experience should be minimum of:
- Bachelor’s Degree with a minimum of 5+ years of experience OR Master’s degree with 3+ years of experience
- Able to obtain a Public Trust Clearance
- Experience with technical management and/or analysis experience in the management, direction and performance of complex technical projects
- Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
- Experience providing guidance, feedback, and consulting services to federal program managers.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.
Desired skills and knowledge:
- Five (5) years experience having managed a team of personnel performing complex R&D projects is highly desirable.
- At least three (3) years of experience working with ARPA (e.g., IARPA, DARPA, HSARPA, ARPA-E) Program Managers is highly desirable.
- Experience in an R&D environment in a field that is relevant to the ARPA-H mission.
- Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
