We are looking for an Aviation Logistics Support Manager for our Army client near Arlington, VA. The right candidate will have Army Aviation (rotary wing) experience and familiarization with ACN and GCSS-Army.
Responsibilities:
- Provide support and participate in study groups and/or steering committees to identify and implement recommendations to improve assigned logistics functions, operations, and performance. Conducts long-range planning and complex studies of Aviation logistics initiatives.
- Assess alternative approaches to resolving issues and apply mastery knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned.
- Conduct fact-finding analysis of aviation logistics problems or relevant issues. Provide support to research and interpret federal laws and regulations, policies, and procedures and provide recommendations on intent and application of concepts and principles to situations.
- Provide support to plan and execute projects to provide comprehensive management-related services on a variety of complex interrelated issues.
- Provide support and participate in Aviation Enterprise maintenance and readiness forums, workgroups, and efforts as needed.
- Provide support and functional, analytic, and program expertise to DCS, G-4 aviation readiness reporting polices, processes, and initiatives.
- Provide support to update and maintain policies and procedures for Army Logistics Readiness and Sustainability contained in AR 700-138 (Chapter 3) and AR 95-1. Ensure that the policy and procedures published in ARs are consistent and in accordance with DoD Policy on Materiel Condition Status Reporting for Mission- Essential Weapons Systems and Equipment.
- Analyze policies, procedures, and regulatory requirements; evaluate their impact on current support operations; and plan and coordinate changes and future actionswithtechnicalandprogramspecialistsandsubordinatecommandsandunits.
- Assist in the development of DCS, G-4's input to AR 220-1 for those chapters which deal with Unit Status Reporting of Equipment On-Hand Data and Equipment Readiness Data of aviation platforms and units. Coordinate with stakeholders from DCS, G-3/5/7 and other organizations as required.
- Provide support and functional, analytic, and program expertise to DCS, G-4 aviation logistics information systems polices, processes, and initiatives.
- Monitor and facilitate analysis of GCSS-Army conversion activities dealing with aviation maintenance business processes.
- Evaluate GCSS-Army maintenance policies and guidance and recommend changes to support aviation maintenance operations in an enterprise enabled environment.
- Provide analysis and detailed recommendations for GCSS-Army Increment II Blueprinting in order to build Enterprise Aviation (EAVN) capabilities and requirements that will advance aviation maintenance and property accountability processes with a seamless transition of data integrity within Standard Army Management Information Systems (STAMIS).
- Provide support and recommendations to enhance Aircraft Notebook (ACN) and GCSS-Army capabilities to accommodate field maintenance requirements for deployment and redeployment environments.
- Coordinate with DCS, G-3/5/7; DCS, G-8; PEO Aviation; AMCOM; and other stakeholders to address issues with aviation logistics systems and impacts to aviation programs of interest.
- Provide support and functional, analytic, and program expertise to enable DCS, G-4 polices, processes and initiatives for aviation readiness reporting.
- Provide support and updates to aviation reporting procedures during the development of logistics systems including but not limited to ACN, EAVN, and GCSS- Army.
- Provide analysis and recommendations for readiness reporting methodologies for future disconnected aviation operations.
- Provide recommendations to develop more efficient readiness reporting and Flight Hour Program processes and more accurate Enterprise Resource Planning systems.
- Provide analysis and recommendations necessary for Government decisions on any aviation equipment, aviation ground support equipment, aviation SORTS fleet, aviation related end and secondary items by utilizing any DoD database and authoritative systems of record. Perform data collection utilizing systems including, but not limited to, Unit Level Logistics System-Aviation Enhanced (ULLS-A/E), Aircraft Notebook (ACN), Standard Army Maintenance System-Installation Enhanced (SAMS-I/E), Standard Army Retail Supply System (SARSS), GCSS-Army, LMP, Enterprise Business System, Distribution and Storage System, Vantage (or any subsequent Army's data-driven operations and decision-making platform), and Integrated Logistics Analysis Program.
- Assist in staffing messages in accordance with AR 750-6, and assist in mediating message discrepancies between HQDA Staff, the message champion and AMCOM safety office.
- Provide support and functional, analytic, and program expertise into the PPBE of Aviation related portfolios.
- Provide support and coordination within DCS, G-4 for POM and SPAR planning efforts with analysis to identify requirements and both operational and sustainment costs for aviation systems being examined during Cost Program Review CPR and Strategic Portfolio Analysis Review (SPAR). Each system requires a detailed report to identify costs of sustainment throughout the POM years.
- Provide support to synchronize efforts with PEO Aviation; AMCOM G-3/7; DCS, G-8 SSOs; and other stakeholders to ensure the integration of current aviation logistics initiatives with budget and procurement processes.
- At the discretion of the Director of Maintenance provide support to include analytics to DCS, G-4 Management Decision Package (MDEP) Managers to develop performance metrics to Monitor Program Budget Decisions, Management Initiative Decisions, Office of Management and Budget (OMB), DoD policy and regulations, and Business ACP Improvements that impact the DCS, G-4 performance metrics and programs.
Requirements:
- Active DoD Secret clearance.
- Bachelor's Degree from an accredited University
- 8 years of Logistics and/or Rotary Wing experience, working at the highest levels of the Army
- GCSS-Army and Aircraft Notebook (ACN) systems knowledge
