This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Project Development and Coordination, Project Analysis Division (OBO/PDCS/PDC/PA).

Duties:
The employee serves as a Senior Project Scheduler and recognized authority in the engineering or architectural field providing expert technical advice on requirements for scheduling of the design and construction of new buildings or the rehabilitation and alteration of existing structures. In so doing, the incumbent is responsible for providing: (1) expertise in directing, planning, scheduling, and analyzing services in all phases of the project/program planning and execution; (2) expert advice and guidance on projects characterized by constantly changing physical environment or other similar variables and critical problems (e.g., costs, economics), affecting planning and design criteria; and (3) engineering expertise to multi-disciplinary teams of design and construction professionals in providing services to the Division. In furtherance of these responsibilities, the employee performs a wide range of project planning and review responsibilities that include but are not necessarily limited to the following.
Serves as a Senior Project/Program Scheduler with responsibility for evaluating, planning, and developing forecasts of time and resources needed for design and engineering projects. Based on these factors and in consideration of other assigned programs and projects in process and projected develops optimum assignment and completion schedules.
• Provides professional engineering advice to peers, subordinates, or non-professional administrators and managers on facility, structure, and/or engineering projects.
• Maintains a close working relationship with Division Planning Managers and other involved technical professionals to develop and establish project execution schedules for new construction and major rehabilitation projects.
• Provides technical guidance to Planning Managers in reviewing and validating project planning and execution schedule and the need to develop special reporting requirements.
• Develops improvements in planning and scheduling techniques and monitors progress and results whether performed in-house or by contract.
• Provides critical review and analysis of project progress; prepares reports to identify any problems or concerns that may affect the timely completion of a project’s planning. Conducts investigations to determine the cause and circumstances of delays and reports identified problems to the planning managers or other appropriate officials in a timely manner so that corrective measures may be taken.
• Evaluates scheduling baseline data and incorporates salient factors into design considerations and solutions; evaluates basic project objectives; and identifies most economical and efficient procedures for project execution and performance.
• Assists the Division Chief in identifying available resources for the planning and execution of project efforts and acts as a focal point and leader for the team in problem solving and engineering required actions.
• Performs additional assignments, studies, and special projects at the direction of the supervisor.

Basic Requirements:
A. Degree with architecture coursework - To be acceptable, the degree must be in architecture; or in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional architect, and (2) a good understanding, both theoretical and practical, of the architectural sciences. The adequacy of such background must be demonstrated by ONE of the following: 1. Related curriculum - Degree in architectural engineering may be accepted as satisfying in full the basic requirements provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A immediately above. Experience - An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Qualifications:
IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized architectural experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following:·
· Expert knowledge of advanced planning and scheduling methodologies and their application to engineering programs and project management principles including PERT, CPM, LOB, GANTT, Systems Analysis, Tiered Scheduling, resource loading/unveiling, and performance management analysis.
· Experience with systems and data analysis methods to enable identification and quantification of potential problems to maximize the use of data derived from application of schedule controls systems criteria and to optimize project and program management controls.
· Experience with data information requirements and project management software accompanied by the understanding of multiple platform IT systems in order to collaborate effectively with IT support personnel in converting raw data into useable management information.
· Experience in cost/scheduling integration through the use of work breakdown structures and knowledge of the development of summary work cost control and organization contract work breakdown structures.
