Job Title: Application Developer
KeenLogic is seeking an Application Developer to join our team at the NYC Department of Social Services.
DSS requires full systems lifecycle application development across various computer platforms to support critical functions such as client eligibility and recertification systems, employment/work engagement services, and claims systems. These systems are essential to the operations of DSS programs and require periodic updates to maintain optimal performance. A project portfolio aligned with business needs and workload demands is crucial to meet DSS's expanding responsibilities. To address these needs, IT consulting resources are essential.
This is a full-time position offering Fortune 500-level benefits, PTO, 401k, and Life Insurance, and monthly reimbursement for travel. Candidates must be willing to provide on-site support at the DSS location in Brooklyn or other designated DSS sites within the five boroughs of New York City. This will be a two-year contract with the possibility of extension, pending confirmation.

Required Skills:
- 4 years of experience in object-oriented programming and web application design/development.
- 4 years of experience with PL/SQL development, including packages, triggers, and SQL statements in Oracle 19c.
- Proven expertise in performance tuning of SQL and PL/SQL code.
- 4 years of experience in data structures, database manipulation, design, programming, testing, and implementation.
- Strong background in technical and user documentation as well as software conversion processes.
- Develop System Design:
- Prepare design documents that meet system and security requirements, including alternative solution evaluations.
- Develop specifications for databases, communication systems, hardware, network, security, storage, and software configurations.
- Create structured diagrams for databases, communication systems, storage area networks, security, and network programs.
- Develop System Documentation:
- Draft operational and installation procedures for communication systems, hardware, network, security, storage, and software.
- Develop guidelines and upgrade techniques for operational support of databases, hardware, operating systems, and network systems.
- Document and maintain configurations of databases, servers, security systems, and communication systems.
- Perform System Coding:
- Create program code in a .NET environment.
- Develop and rewrite front-end web applications.
- Provide programming assistance to other ITS projects as needed.
- Test and maintain program code to ensure compliance with functional requirements.
- Database Development and Maintenance:
- Design and maintain PL/SQL packages, stored procedures, triggers, and SQL statements in Oracle 19c.
- Perform performance tuning and optimization of SQL and PL/SQL code.
