About the Job
This is a skilled administrative position for RHF’s Paseo at Californian, a 53-unit Tax Credit family property, in the MacArthur Park area in the City of Los Angeles. The Resident Manager is responsible for the management of units, ensuring compliance with applicable HUD regulations, Low Income Housing Tax Credit (LIHTC) program, and Regulatory Agreement. Work is performed with considerable independence under the direction of the Regional Manager and exercises direct supervision over assigned staff. The Resident Manager is responsible for communicating all necessary operating information to the Regional Manager and appropriate departments or agencies. Due to the environment, we service, the Assistant Manager must be able display patience, understanding, and compassion while working in a fast-paced environment.
Responsibilities include but are not limited to:
- Oversees the property’s daily administration and building operations
- Supervises maintenance employee staff, including but not limited to monitoring attendance, reviewing timesheets, and conducting Annual Evaluations
- Handles tenant rent collections and delinquencies including but not limited to issuing 3 Day Notices, Rent Increase Notices, reviewing tenant ledgers monthly and following up with residents regarding past due balances
- Maintains and manages the waiting list, by following the Tenant Selection Plan and company policy, and verifying and processing qualified applicants
- Monitors upcoming and current vacancies and works closely with maintenance to ensure turn overs are completed, in a manner that mitigates the income loss to the property
- Conducts Move Ins, initial certifications, Annual Recertifications, utility allowances, and Move Outs in accordance with the LIHTC and HUD guidelines
- Prepares property for all audits and inspections, with or including, but not limited to, MOR, REAC, regulatory agency, investors
- Conducts annual unit inspections and follows up with completion of necessary repairs
- Obtains competitive bids from contractors for pending work as may be required to submit to Regional Manager and monitors contractors rendering services on property
- Review, code, and process purchase orders and invoices including tracking items to be included for Reserve for Replacement reimbursement
- Ensures property is operating within the approved operating budget by monitoring all costs and evaluating recurring costs and contracts
- Generate and submit monthly, quarterly, weekly, and annual operations and financial reports to the Regional Manager
- Conduct quarterly tenant meetings
- All other duties that may be required from time to time to adequately carry out the responsibilities of property management
Qualifications
- Minimum 2 years’ experience with Tax Credit, HUD, and Section 8 vouchers is required
- Experience with Urban Futures is highly preferred
- Experience with OneSite RealPage is highly preferred
- Moderate experience with Microsoft Office platforms
- Knowledge of local, state, and Federal Fair Housing laws and regulations
- Knowledge of California Landlord and Tenant Rights and Laws
- Knowledge of office administrative and management practices and procedures including budgeting, recordkeeping, filing, and purchasing practices
- Ability to work effectively with a wide range of people, including residents, staff, city/state/federal agencies, and vendors
- Ability to adhere to the organization’s policies and procedures as stated in the employee handbook and department handbook
- Ability to effectively communicate in person, via email, and by phone
- Strong customer service, critical thinking, problem solving, and organizational skills
