About the Job
The County of Riverside's Department of Animal Services is currently seeking an Animal Services Manager located in Jurupa Valley location supporting the Volunteers Services Program throughout Riverside County.
The Animal Services Manager will report to the Deputy Director of Animal Services and will supervise the Volunteer Services Program within Animal Services. The position will be responsible for the oversight, coordination, management, and direction of the Volunteer Services Program within Animal Services throughout Riverside County. In addition, the Animal Services Manager will assist with special events, social media content, and will be responsible for implementing policies and procedures as required within Animal Services. The Animal Services Manager will also be tasked with budget planning for a variety of programs.
This is a critical role in the department where communication and customer service will be the key to success as the Manager is required to work closely with the volunteer program, animal rescue partners, and staff in every part of the shelter's operations . This position will be responsible for conducting training, overseeing facilities management, and will prepare and deliver department presentations to the community as well as County stakeholders.
The Department desires candidates with previous volunteer coordination experience, experience working with event planning, social media knowledge, and strong personnel management skills, as well as those with experience working in an animal care facility or animal shelter.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Animal Services Director.

EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, directs, evaluates and coordinates programs and services; acts as a liaison to local agencies and other divisions; maintains communication with management, other divisions, staff, and customers.
• Develops procedures and policies for field, clinic, and/or office operations ensuring compliance with federal, State, and department requirements; establishes measurements and reporting mechanisms.
• Develops and promotes effective relationships with other agencies and County departments, local and humane agencies and community organizations; provides expertise, consultation, and assistance to department personnel and community members; interviews, hires, trains, motivates, evaluates, and manages subordinate staff.
• Contributes to the development of policies and procedures within Veterinary Services, Community Outreach and Education, Shelter Services, Fiscal or the Employee Resources Division.
• Coordinates the preparation and management of a division and/or budget; analyzes the need for budget items requested to determine if items are justifiable, based on program objectives and priorities; makes recommendations for the transfer of funds; reviews financial data on an on-going basis to ensure conformance with established guidelines.
• May oversee departmental programs including, but not limited to Rabies Control, Behavior Assessment, Adoptions, Education, Cruelty Task Force, and POPCO.
• Reviews present and pending legislation to determine effect on operations and programs; keeps informed on new developments in animal control methods, equipment, facilities and regulations, and recommends and implements adjustments, as necessary.
• Monitors work for adherence to professional and mandated standards regarding animal control regulations, euthanasia and zoonotic disease prevention.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in business or public administration, health care, zoology, biology, veterinarian medicine or a closely related field. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience: One to three years coordinating administrative and/or operational duties including budgetary planning, regulatory compliance, supervision and community relations in a public or private organization. Experience in an animal care and control or humane organization is desired.
Other Requirements:
Possession of a valid California Driver's License is required.
Completion of a County Supervisory Academy is required within one year of hire date.
Physical Requirements: Lift, carry, push, and pull heavy objects that may weigh more than 50 pounds. Exposure to animal smells, dander, excrement, fluids and wounds.
Able and willing to work with animals.
Ability to work weekends and holidays as needed.
Knowledge of: The principles of management and public administration; supervisory principles and practices related to the selection, training, direction, motivation, and evaluation of subordinates and conflict intervention; policies and procedures used in budget preparation, justification, monitoring and reporting; State and local laws, regulations, codes and ordinances pertaining to the control and welfare of animals; methods and practices for maintenance of clean and humane conditions for impounded animals; laws, regulations, ordinances, and procedures pertaining to the investigation of cruelty of animals; procedures for the apprehension, custody, quarantine, and transportation of animals; enforcement techniques used in animal control work; symptoms of rabies and other common zoologic diseases; vector habitat and the environmental and habitat needs of wildlife.
Ability to: Manage and direct divisional activities; communicate clearly and concisely, verbally and in writing; establish and maintain effective working relationships; work effectively with public and private partners and customers and effectively interact with personnel at all organizational levels; train, supervise and motivate subordinates in a manner conducive to full performance and high morale; make sound recommendations and effective presentations of information, findings and recommendations; prioritize tasks and work well under pressure and impending deadlines; use shelter information systems.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
