About the Job
The Analyst I/Right of Way performs technical research, review and analysis of land rights documents as related to the acquisition of new, and management and disposal of existing land rights; communicates land rights interpretation for internal and external inquiries; conducts introductory training classes and performs right-of-way activities according to established policies, practices and procedures all under general supervision.

QUALIFICATIONS
There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires a minimum of three years of relevant work experience. This position requires knowledge of right-of-way principles, practices and terminology, land title, land surveying principles, mapping and interpreting construction drawings. This position requires the technical skills to read, plot and write intermediate level property descriptions.
An associate’s degree from an accredited college in a related field is preferred. One or more International Right of Way Association specialty certifications are preferred.
ESSENTIAL JOB RESPONSIBILITIES
+ Acquire and/or assist operating Division personnel in the acquisition or disposal of land rights for transmission and distribution pipeline facilities
+ Perform land rights research through the use of multiple resources
+ Provide interpretation of land rights granted by various agreements and instruments for both internal and external customers
+ Prepare land rights analysis and action recommendation for consultation with Legal Affairs and Division personnel
+ Analyze, review, comment, and act as liaison in processing applications for the acquisition of new and renewal of existing land rights on land under the jurisdiction of federal, state and tribal entities
+ Review intermediate level property descriptions and associated maps for the acquisition or disposal of land rights prepared by licensed land surveyors, employees and contractors for acceptance
+ Prepare intermediate level property descriptions for the acquisition or disposal of land rights
+ Review rent invoices and process payments for land rights to government/public agencies, railroad companies, tribal entities and private landowners
+ Review and approve construction drawings to ensure right-of-way requirements are met
+ Contribute to the maintenance of the standard practice for acquiring and releasing land rights for natural gas facilities
+ Contribute in the development of training classes
+ Conduct introductory training classes
+ Assist with the operation and maintenance of the land rights database
+ Assist with contracting of licensed real estate appraisers for appraisal reports
+ Establish and maintain communications with Division personnel
+ Participate in internal and external project meetings
+ Travel for work purposes
+ Performs related duties and responsibilities as assigned
+ Regular and predictable attendance is a condition of employment and is an essential function of the job
SALARY DETAILS
$71,610 - $103,840
