The Mid-Atlantic Regional Air Management Association (MARAMA), located in Towson, MD, is looking for a highly energetic person to join our team as an Air Quality Specialist & Planner. MARAMA will consider candidates that may want to work remotely, work in our main office or work a hybrid schedule. This position is full time, 40 hours per week.
JOB DESCRIPTION: AIR QUALITY SPECIALIST & PLANNER
MARAMA is a small, voluntary, non-profit association of ten state and local air pollution control agencies (DE, DC, MD, NJ, NC, PA, VA, WV, Philadelphia, and Allegheny County). MARAMA’s mission is to strengthen the skills and capabilities of member agencies and to help them work together to prevent and reduce air pollution in the Mid-Atlantic Region. Under the supervision of the Executive Director, this full-time, salary position will have a hand in most of the work MARAMA does. Currently, MARAMA manages three grants, including two Diesel Emission Reduction Act (DERA) grants, which disperse funds for the replacement of old diesel trucks with newer, cleaner trucks. The third grant, MARAMA’s main source of funding, has three major components: a training component, a technical air quality planning component, and a coordinating component where MARAMA works with air pollution control agencies on meeting the challenges of general air quality issues. This position’s tasks will include managing the DERA grants, establishing and conducting webinars, supporting training sessions, webinars & workshops, review of technical projects and coordinating workgroup webinars. Various administrative tasks will also be a part of this position, and more detail is listed below under 'Responsibilities'.
This position comes with an annual salary range of $55,000 - $65,000, commensurate with experience. The position also comes with a significant benefits package that includes medical, dental, and vision insurance, paid time off (PTO) including vacation, sick, personal, and all federal holidays, as well as a 401(k) program.
Requirements include:
- A bachelor’s degree in the field of science and/or communications.
- Strong MS Office skills, including but not limited to Word, Excel, PowerPoint, Teams, and SharePoint.
- 1-3 years of experience with air quality issues, project management, and/or managing federal grant programs.
Responsibilities include:
- Supporting DERA applicants in obtaining funding for cleaner trucks, preparing DERA grant reports, and drafting future DERA applications for MARAMA.
- Support with technical assistance, training, and education for understanding and managing air quality emissions and their impact on the mid-Atlantic region.
- Provide leadership to identify issues needing coordination and methods for resolving them as well as serving as a resource to help members find information.
- Organization and development of agendas and speakers for workgroup webinars, workshops, and conference calls.
- Support planning tasks, including team management, scheduling, budgeting, progress reports and agency coordination.
- Learn and develop an understanding of 2 CFR as it pertains to non-profit 503(c) organizations.
- Develop standard operating procedures supporting grant management and human resources.
- Support website management.
- Gain knowledge of Federal and State air quality regulations and their relationship to our region.
- Learn about sources that impact air quality, including power / electrical generation, mobile or stationary sources or area sources such that the position can support air quality assessments needed across MARAMA and the Northeast region.
Other skills or experience that would support your candidacy for employment include:
- Knowledgeable in working with emissions inventories for air pollution control agencies, industry and/or specific industrial sectors.
- Knowledgeable with air emissions modeling software for both stationary (AERMOD) and mobile (MOVES) sources, emission modeling and inventory methods such as US EPA AP-42, Emission Modeling Framework (EMF), CMAQ, IPM and SMOKE can provide technical support to our mission.
